most expensive place to install a running board

I want to install a running borad for my car and ordered one online. I called this store one day in advance and the manager told me it cost less than one hour, and in difficult case it will cost 1.5 hour maybe. One hour labor is 74USD. However, they take 5 hour to install it and cost me 400USD after give me 3.87USD discount.
