Body shop manager stole over $500,000 worth of government trucks and parts

The US Department of Justice announced yesterday that the manager of a collision and restoration business in Virginia admitted he helped misappropriate and sell vehicles and parts from the State Department. Specifically, he sold 12 Chevrolet Suburbans, a Hummer, and $7,500 worth of tires and wheels. He pled guilty to charges to commit theft of government property and wire fraud. He will likely see 18 to 20 months in prison, a fine of $4,000 to $40,000, and has already agreed to pay restitution of $416,020 and asset forfeiture of the same amount. According to the Department of Justice, the body shop manager, James Ratcliffe, worked with the owner of the business and a State Department official, both unnamed, to obtain the property. It started with the wheels and tires, which were delivered and sold on two occasions, one in 2011 and another in 2012. The trucks came later, and were sold throughout 2011 and 2013. Ratcliffe and the shop owner kept most of the profits, and shared some of the leftovers with the government official. In addition to the vehicles that were sold, the government official also gave Ratcliffe a pair of Suburbans for his own personal use. The Department of Justice estimated the total value of the SUVs at $96,400. In total, the group misappropriated $512,420 worth of property. Related Video:

Chevy Spark EV will go on sale in Maryland

The single-charge range of a Chevrolet Spark electric vehicle may not blow away anyone who's used to driving on a topped off tank of gas. But a full charge will actually get a Spark EV about halfway across the state of Maryland. Which is good because that state will be the first on the East Coast to sell the battery-electric model. General Motors said this week that Chevy Spark EV sales will start in Maryland this spring, and that federal and Maryland tax credits will get the out-of-pocket price of the Spark EV below the $18,000 threshold. GM took the opportunity to tout the Spark EV's 119 miles per gallon equivalent rating and says Maryland has sufficient charging infrastructure for drivers to welcome the EV without too much trouble. Last June, Spark EV distribution was reported to be ready to extend beyond the Pacific Coast. Specifically, Ohio was thought to be next in line to get Spark electric vehicles after four state car dealerships listed the model on their websites. GM's Randy Fox, however, quashed that real quick, saying only California and Oregon had sufficient infrastructure to support the Spark EV. GM first announced the Spark EV for public (or at least American) consumption back in 2011. Last year, the General sold 1,145 Spark EVs, up 87 percent from 2013. GM does not have to turn over its ignition switch documents

In June the lawyer representing plaintiffs suing General Motors over faulty ignition switches accused GM and its firm King & Spalding of working together to cover up the malfunction. Bob Hilliard said that certain communication between GM and King & Spalding from 2010 to 2013, mainly focused on three Chevrolet Cobalt crashes, would reveal that they conspired in "burying what they knew" concerning the defect, and furthermore that the law firm broke rules of professional conduct once it found out about "ongoing fraudulent concealment" at GM. Hilliard filed a motion in a Manhattan court to force GM and King to hand over the memos, which were protected by attorney-client privilege. Hilliard said that the alleged ongoing fraud should trump attorney-client privilege, a GM spokesman said at the time that the issues in question had already been discussed previously, and that plantiffs already had much of the communication Hilliard's motion sought. US District Judge Jesse Furman ruled in favor of GM and King, refusing to order the release of the communication. In spite of finding probable cause that GM was engaging in a crime or fraud by not revealing the ignition switch defect, Furman did not find cause to believe that GM and King's discussions at the time were centered around continuing that potential crime or fraud. Saying also that plantiffs already had many of the disputed documents, attorney-client privilege should hold sway over the remainder. The class action case goes to trial in January 2016.
