Opel denies allegations about illegal emissions software as the German transport ministry begins its review. Opel has turned documents over to German authorities, and promises to hold a "constructive dialogue" while answering any lingering questions, says the automaker. Opel says that "the allegations reflect a wrong understanding of how diesel engines work." As German magazine Der Spiegel renewed questions about a cheat device similar to those used by Volkswagen, Opel reiterates, "We do not have any software that recognizes whether a vehicle is undergoing an exhaust emissions test." French industrial gases company Air Liquide manufactures liquid hydrogen, while Korean automaker Hyundai has already deployed its Tucson Fuel Cell crossover in select markets around the world. The two companies have signed a deal to cooperate on hydrogen technology. President Park visited an Air Liquide research center during a trip to Europe, where she said that a partnership between Hyundai and Air Liquide can help their countries stay ahead in the fuel cell vehicle market. Read more from Green Car Congress. CARB is proposing new rules for oil and gas facilities that would reduce methane emissions by more than 50 percent. The system, treatment, operation, and device standards would apply to onshore and offshore oil and gas production, storage, processing, and transmission facilities, covering procedures for leak detection and repair, equipment replacement, record keeping, and data reporting. "Methane emissions from the oil and gas industry contribute to California's [greenhouse gas] emissions and cost-effective reduction opportunities already exist and are available for use in the sector," CARB says. "In addition, reducing methane emissions from this sector will help slow the rate of climate change in the near-term and have an immediate beneficial impact on climate change." As Toyota plans to move into its new North American headquarters next year, it is building a 7.75-megawatt solar system to provide renewable energy for its operations. The solar arrays will be built atop three parking structures by the end of 2017.

2018 Hyundai Accent vs subcompact sedans: How it compares on paper

Hyundai first revealed the new 2018 Hyundai Accent a few months ago, but that debut was in Canada for the Canadian-market car. We didn't get our look at the U.S. version until just recently, which is when we also finally got plenty of specifications on the little car. So as we did with the Genesis G70, we've brought you a breakdown of the Accent's specs and some of the segment's best and most popular: the Nissan Versa, Kia Rio, Chevrolet Sonic and Toyota Yaris iA. Before we get to the chart, let's give you a quick reintroduction to the 2018 Accent. The subcompact is completely new this year, and under the hood is again a naturally aspirated 1.6-liter four-cylinder engine. It makes 7 fewer horsepower and 4 fewer pound-feet of torque than the outgoing model with totals of 130 horsepower and 119 pound-feet. This drop in power probably won't be noticeable, though. It's also available with either a manual or automatic transmission, both featuring six speeds. Fuel economy hasn't been announced, but the Rio's numbers below are probably a good indicator as they share powertrains. The one thing that isn't available with an Accent is a hatchback. According to Autoweek, the hatchback was canned with the assumption that hatch buyers would simply purchase an example of the upcoming Kona crossover. But if you want a traditional subcompact hatch from South Korea, Kia is happy to oblige, as the Rio is still available as a hatchback. Learning that the Kona may have killed the Accent hatch causes us to wonder if Kia brought the Rio hatch to the U.S. because it wasn't planning on offering the Stonic. Toyota investing $1 billion in Mexico plant

Toyota has announced plans to build a new factory in Mexico. The site, to be located in the state of Guanajuato, is set to open in 2019 following an investment of about $1 billion. The plant will be the first to make use of the Toyota New Global Architecture, and will (at least initially) focus on production of the Corolla. The compact sedan will continue being built in the United States at the Blue Springs, MS, site, consolidating Corolla production in the south. However Toyota's site in Ontario, Canada, will shift to "mid-sized vehicles of higher value," alongside the plants in Kentucky and Indiana, the automaker said. The Guanajuato site will be Toyota's second Mexican plant, joining the Tijuana plant that assembles the Tacoma – soon to ramp up to 89,000 units per year. Once the new Guanajuato plant comes on full steam, it is slated to produce around 200,000 units per year. It'll be the first site Toyota will open worldwide since it began focusing on utilizing the production capacity it already has. With 90 percent of its production capacity now in use, the Japanese auto giant is also planning to broaden its joint venture with Guangzhou in China as well.
