"I take advantage of any excuse to drive it; just banging around town, errands, short runs on the interstate, delivering my granddaughter to school in the morning," he says. Production of the Toyota Rav4 EV has ended. The shipment of the final Toyota EVs concludes Toyota's deal to source batteries from Tesla. Cadillac will likely show an improved version of the ELR at the Los Angeles Auto Show in November. The 2016 ELR will include unspecified "engineering enhancements," according to Cadillac spokesman David Caldwell. Uber executives, along with Illinois Governor Pat Quinn, have announced a major expansion of the ride-hailing company's Chicago headquarters. Uber also plans to add 420 jobs by the end of 2016. "Uber's new expanded headquarters will allow the company to continue its rapid growth and serve its riders and drivers throughout Illinois," says Governor Quinn. Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Only time will tell, but we can keep our fingers crossed that it will, and that the popularity spills over beyond Asia. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
