Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

2016 VW GTI Clubsport is a new breed of forbidden fruit

And this, friends, is the closest we'll ever get to the Volkswagen GTI Clubsport. As we were sad to report, this middle child between the standard GTI and the high-performance Golf R will not be coming to our shores, no matter how much we beg and plead. For those that need a refresher, the Clubsport was inspired by a concept originally shown at Worhtersee earlier this year. Its positioning means it's up on power – there are 261 (probably underrated) horsepower in this compact – although mum's the word on any upgrades to the suspension. As we previously noted, the extra 51 hp over stock will get the mid-level hot hatch to 60 in just 5.9 seconds, if you opt for the dual-clutch automatic, or an even six seconds with the manual trans. Loathe as we are to admit it, aside from the extra horsepower, most of the stuff about the Clubsport appears to be aesthetic. The body kit is all new and significantly more aggressive than the what's found on the GTI, while new 18-inch wheels are standard, although 19s can be optioned. Also larger, the twin chrome exhaust tips. In the cabin, there are far more aggressive sport seats, which are quite simply too cool to be sold in the US (just kidding, it's probably some silly federal regulation). Volkswagen Golf GTE Sport Concept is good, clean, plug-in fun [w/video]

If racing and hypercars have shown us anything, it's that high performance and hybridization are not mutually exclusive. With the Golf GTE Sport Concept, Volkswagen is showing it understands that fact. This wild hatchback originally premiered at the annual Worthersee festival back in May, but it's making its auto show debut in Frankfurt. The Golf GTE Sport uses both gas and electric sources to develop 396 total system horsepower. That gas engine, a 1.6-liter, turbocharged four-cylinder, was swiped from the engine bay of Volkswagen's three-time World Rally Championship-winning Polo R WRC, and generates 295 hp on its own. A pair of electric motors – one per axle – each produce 113 hp, and are fed by a lithium-ion battery pack. Total electric range is an impressive 31 miles. Of course, you don't care about that. You care about what the Golf GTE Sport can do when you switch out of EV or hybrid mode and switch into GTE. In this setting, both the gas engine and electric motors kick in to deliver max performance. Sixty-two miles per hour arrives in just 4.3 seconds and the top speed is an impressive 174 mph. The styling is like a mix of older Golf concepts: VW's two Vision Gran Turismo cars, the Roadster and Supersport, with some of the current GTI thrown in. Volkswagen Tiguan arrives with chiseled looks, GTE plug-in model [w/video]

After a long run, Volkswagen has finally retired the first-generation Tiguan crossover in favor of the larger, more chiseled second-generation model. The new compact is longer, wider, and lower than the more upright CUV that came before it. Yet, as we covered in our original post, the new Tig is also over 100 pounds lighter. The bodywork is conservative but handsome; typical of newer VWs. We see plenty of Passat and Touareg in the fascia, which features a three-bar grille that integrates neatly with the slightly canted, rectangular headlights. The beltline looks higher than today's Tiguan, and sits below a more aggressive greenhouse, which is a welcomed change after the soft, crossovery looks of the last-gen model. While VW has only released European powertrain options – there are eight engine options, split evenly between gas and diesel and boasting anywhere from 123 to 237 horsepower – we'll expect a far smaller roster for the US. Look for VW's familiar 2.0-liter, turbocharged four-cylinder to feature prominently in both front- and all-wheel-drive models, while we're personally hoping VW will see the light and offer a 2.0-liter TDI Tiguan. Of course, there's more than just gas and diesel for the new Tiggy. The all-new GTE model promises plug-in capability. Expect 31 miles of electric range and 215 system horsepower. There are even solar panels on the roof which could generate up to an extra 600 miles per year of driving range. Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. Examples include optimizing shut-down schedules, reducing solvent emissions, energy recovery programs, and recycling paper, plastic, and water. Read more at Green Car Congress. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. VW CEO talks up 20 new plug-in models in Frankfurt

For years now, Volkswagen has dreamed big, forming plans to become the world's largest automaker. That trajectory includes a big plug-in vehicle push, and the CEO of Volkswagen, Martin Winterkorn, said that his group of companies will bring out 20 more EVs and plug-in hybrids by 2020. The list includes the next Phaeton and the Audi A8. "No commitment to electro-mobility can be any clearer than that," Winterkorn said, according to a VW press release. "Our Group already has the largest connected vehicle fleet on the road. By 2020 we will have transformed all of our new cars into smartphones on wheels." Perhaps most illustrative, Winterkorn admitted that the auto industry has turned a corner. "Technological leadership is no longer solely defined in terms of horsepower and torque," he said. "We are taking the precision, enduring value and quality of our cars into the new, digital world." The VW group is also showing off new plug-in concepts in Frankfurt this week, like the Tiguan GTE and the Porsche Mission E. Seat Leon Sport Cross concept leaks before Frankfurt debut

Seat's big Frankfurt Motor Show debut has been teased/leaked ahead of its official debut. The teasers are, of course, directly from Seat and show the new Leon Cross Sport Concept in a pair of sketches. You can check those out below. The leaked stuff, available up top, is far juicier, though. The shots originally came from AutoForum.cz, Auto Express reports, and look to be stock images of the three-door hatchback. In short, it looks like a Seat Leon, which is to say the MQB-based Spaniard is a more attractive Volkswagen Golf. In concept form, though, this new Leon is something of an anomaly. It wears the steroidal sheetmetal of the high-performance Cupra, especially with the large wheels and prominent quad exhausts, but its boosted ride gives it much more of a soft-roader character. Think of this, then, as a high-riding Golf GTI. It'll be a lot more potent than the beloved hot hatch, though. According to Auto Express, the Leon Cross Sport will use the Golf R's 296-horsepower, turbocharged four-cylinder engine and Haldex all-wheel-drive system. That should mean that there'll be some very real off-road performance behind the soft-roader looks. We'll have much more on the Cross Sport Concept when it makes its debut at Volkswagen's huge Group Night event later today. Stay tuned.

VW Tiguan grows up, gets bigger

The compact crossover segment continues to do huge business around the world, and Volkswagen is showing just how important the niche is by debuting four versions of the all-new, second-generation Tiguan at the Frankfurt Motor Show. Now riding on VW's MQB platform, the latest version has had a growth spurt, but it has also shed 110 pounds in the process. The first of them will hit the international market in April 2016. While the design is still definitively a VW, the latest Tiguan looks more aggressive and expands to 2.4-inches longer, 1.2-inches wider, 1.3-inches lower. There's also three more inches of wheelbase than the outgoing generation. At the front, the grille stretches all the way across and connects with the headlights to visually widen the look even more. In profile and at the rear, things are now a bit more angular, but the changes give the model a more chiseled style. In Fall 2016, VW will debut an even longer wheelbase body for the Tiguan. According to the company, this version will be aimed directly at customers in the US and China that prefer larger vehicles. The added inches outside translate to more room for passengers and cargo inside. Even with the seats up, there's an extra 1.8 cubic feet for stuff in the back, and those sitting in the rear get 1.1 inches more knee room. As an added amenity, buyers can option a 12.3-inch Active Info display digital instrument panel. Europeans gets a choice of eight engines: four fueled by gasoline and four by diesel. They range in power from 123 to 237 horsepower. Expect far fewer options when the Tiguan eventually arrives on these shores. Both front-wheel drive and 4Motion are available, too. In addition to having standard, 4Motion, and R-Line variants on display in Frankfurt, VW also has the Tiguan GTE plug-in hybrid concept at the show. It combines a 1.4-liter TSI engine and an electric motor mounted to the six-speed DSG to offer a total system output of 215 hp. The 13 kWh lithium-ion battery also lets the PHEV cover 31 miles on electric power and get an estimated 124 miles per gallon on the European cycle. That's not too bad, but the roof also features solar cells that VW claims can add another 621 miles of driving range per year under ideal conditions.
