Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. West Virginia sues VW for fraud, asks for major financial penalty

It took just four researchers, including two students, at West Virginia University doing some emissions tests eventually to engulf Volkswagen in an international scandal that has been raging for weeks. Now, the state's attorney general Patrick Morrisey has filed a formal complaint against the automaker's US branch for violating the West Virginia Consumer Credit and Protection Act. His argument alleges that VW "fraudulently manufactured, advertised, and sold" these polluting diesel vehicles as being good for the environment. If the West Virginia case is successful, VW could be on the hook for serious monetary punishment. Morrisey asks that any consumers in the state get refunds totaling the premium paid over a gasoline model, the loss in resale value, and the expected costs of lost performance from the upcoming recall repair. On top of that, the automaker would pay the state $5,000 for each violating vehicle and all of the related costs for preparing for the trial. According to the complaint's legal documents (here, as a PDF), the state's DMV currently shows 2,684, diesel 2009-2015 VW vehicles registered there. Morrisey isn't the only state attorney general to take a stern look at VW's actions, and his counterparts in at least 29 other states are investigation similar courses of action, as well. In addition, the Department of Justice and Environmental Protection Agency have their own probes underway. The final result could be very expensive for the automaker. "Volkswagen allegedly knowingly engineered certain vehicles to cheat U.S. emissions tests," Attorney General Morrisey said. "That is one reason why we have filed this complaint." A May 2014 study conducted by the Center for Alternative Fuels, Engines & Emissions at West Virginia University found elevated levels of emissions on several Volkswagen cars. Their data was then turned over to the U.S. Environmental Protection Agency (EPA) and the California Air Resources Board.

VW Jetta TDI dyno shows HP loss trying to recreate cheat mode

Volkswagen is working on a fix for diesel-engined vehicles that are out of compliance with emissions regulations in the US and other countries. We're told that engineers will be presenting a solution internally sometime this month, but that doesn't mean we'll actually see it in the wild this month. One big question we have about the coming fix is, will it affect the car's performance? That question relates to another we have about the engine as it is: How much performance would the 2.0-liter diesel lose right now if it were turned down to pass US emissions? The Fast Lane Car tried to sketch some answers by going to a shop in Denver, Colorado to run a 2011 Jetta TDI with a six-speed DSG transmission on an all-wheel-drive dyno. The thinking was that if you ran all four wheels the car would think it was on the road, whereas if you ran only two the car might think it's being tested. We'll get straight to the numbers: the stock sedan is quoted at 140 horsepower and 236 pound-feet of torque. When run with all four wheels turning it produced an uncorrected 114 hp and 214 lb-ft at the wheels. When run with just two wheels in motion the Jetta got 113 hp and 188 lb-ft at the wheels. Reading the graph, we're told that power differences between the two runs were as much as 15 hp and 32 lb-ft. You'll need to take some salt with these numbers, though, because the dyno and test protocol in the video are nothing like those used by the EPA. The shop attempts to trick the Jetta into 'emissions testing mode' by using the front wheels only for the two-wheel-drive run, but we have a feeling the software code at issue is far more sophisticated than that, since the ICCT, UVA, the EPA, and CARB investigated the situation for more than a year and couldn't figure out. Also, the technician adjusts for being a mile above sea level with a correction factor of 1.2 applied to horsepower and torque, which inflates the disparity in the final power differences over the two runs.
