VW execs didn't think diesel problem would be so serious

Volkswagen Group has admitted that former chairman Martin Winterkorn received two memos about the diesel scandal in 2014. Top execs ignored the problem because they didn't think it was a serious issue. VW disclosed these details to counter allegations in a German shareholder lawsuit that alleged the automaker violated the law by withholding the info from investors. A memo on May 23, 2014 first advised Winterkorn about emissions cheating. According to VW, the document was part of the exec's weekend mail, and the company's investigation didn't discover whether Winterkorn actually read it. A rumor last month alleged this memo existed. Another memo for Winterkorn on November 14, 2014 was about several defects, including the diesel engines. The document estimated it would cost 20 million euros ($22 million US at current rates) to fix the problem. The chairman learned about the issue again on July 27, 2015, during a meeting on product issues. "Mr. Winterkorn asked for further clarification of the issue," according to VW's statement. Things got serious at the end of August 2015. Things got serious at the end of August 2015 when technicians explained the diesel issue to the legal department. VW came clean to the California Air Resources Board and the Environmental Protection Agency on September 3. A memo told Winterkorn the next day, which was also previously alleged. According to this investigation, management didn't believe the diesel problem would affect the stock price, and they estimated the cheating might cost at most a few hundred million dollars in fines. The execs were clearly wrong. The share price dropped after the scandal broke last September, and the problems have started to affect its divisions. According to Reuters, Audi reported it suffered 228 million euros ($249 million) in costs in 2015 from the emissions issue and repairing Takata's faulty airbag inflators. Volkswagen still doesn't know the exact costs of the scandal, but the automaker's law firm, Jones Day, plans to release a report in the second half of April to explain the whole affair. By that time, we might also know how VW plans to fix the problem because a judge recently gave the company until March 24 to outline a fix for the 2.0-liter TDI. CARB started evaluating a repair plan for the 3.0-liter TDI in early February.

2015 Volkswagen Touareg [w/video]

The second-generation Volkswagen Touareg has been in production since 2010, and is therefore staring down the last part of its model cycle. To keep buyers interested, the company has undertaken a refresh of its upscale midsize SUV. As is typical of these things, the changes include some exterior and interior rejuvenation, as well as increased content levels and a slight uptick in price. The basics of the styling changes are pretty straightforward. The 2015 Touareg can be pretty easily spotted versus the outgoing model by way of its four-bar chrome grille, a cleaner headlight design, bigger VW badge and a completely new lower front clip. (I got one photo of the old and new models side-by-side for my Twitter followers before we rolled out on the drive.) There's also a thin strip of chrome that runs around the bodywork, standard LED taillights and a selection of three new wheel styles and five new paint colors. Inside, I found it harder to spot the changes, old to new. The Touareg's switchgear has been updated and there's a new frame for the infotainment display, but there's no piece that stands out and says "new model year!" Powertrains and mechanical bits all carryover from the 2014 Touareg, too. But there were a few functional changes to the vehicle, primarily in the new Driver's Assistance Package, for me to take note of as I took a lap of my favorite Ann Arbor, MI driving route. Drive Notes Let me start with the newest news then, the Driver Assistance pack. Volkswagen will sell you this suite of safety gear on either the mid-level Lux or the top-end Executive trims, for $2,500. The package included adaptive cruse cruise control, "Front Assist" for emergency braking situations, lane-keep assist and blind spot monitoring. If the contents of that package don't strike you as revolutionary, you're not alone. Some or all of the technologies that are new to the Touareg have been around other showrooms – and other VW family products – for quite a while. Still, they're nice to have as options. All of the driver assistance features that I was able to test worked as advertised, too. The adaptive cruise uses cameras, radar and ultrasonic sensors, so it isn't likely to be impacted by inclement weather, which is nice. I also appreciate that the lane-keep assist (which offers the driver a haptic buzz to the steering wheel when straying out of the lane) can be turned off, or turned down in terms of intensity and reaction time.

Recharge Wrap-up: meet the '66 ZelectricBug, DOE announces home-scale H2 refueling competition

The US Department of Energy has launched the $1 million H2 Refuel H-Prize competition to create small- to medium-scale hydrogen refueling systems. The systems could be home-scale systems that produce hydrogen using utilities at home for refueling, or medium-scale systems to supply locations such as retail centers, apartment complexes or small fleets. The DOE sees hydrogen fueling infrastructure as the biggest obstacle to fuel-cell vehicle adoption and putting the production and refueling in the hands of the consumer could be a way around that obstacle. Read more at Energy.gov and at Green Car Congress. Hyundai has announced a new six-speed automatic transmission with integrated electric motor for new hybrid models. The new configuration puts most of the hybrid powertrain components within the transmission, and the torque converter has been eliminated. The new engine clutch reduces drag with fewer clutch discs, and the mechanical oil pump has been replaced with an electric one. Zelectric Motors has completed its electric 1966 Volkswagen Beetle rebuild, and has put it up for sale. The '66 ZelectricBug, as it's called, is powered by a 50-kW electric motor and 20-kWh battery pack, and offers 120 pound-feet of torque. It has a range of 80 miles, and is capable of at least 100 mph. The stock transmission has been rebuilt. It also has some new goodies like high-performance sway bars, custom shocks, and LED lighting. A startup called Alevo says it will build a billion-dollar factory in North Carolina to make longer-lasting lithium iron phosphate batteries. Alevo has purchased an old cigarette factory in Concord for $68.5 million, but it's unclear whether or not the company has secured the $1 billion investment to begin producing batteries. The company plans to create 2,500 to 6,000 jobs and produce several gigawatts worth of batteries per year, which is a tall order for a relatively unknown company. About 400 people have already received the free license plates in Shanghai, where the government wants to encourage alternative fuel vehicles.
