Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. Brazil contemplates safety exemption for VW Kombi as it goes out of production today [w/poll]

Brazil: the country of carnivals, indescribable beauty adjacent to abject poverty, Ayrton Senna and old Volkswagen models. Only they're not old - they're new, they're just based on old designs. The original Beetle continued production there long after it had been phased out elsewhere, but the original Kombi van has lasted much longer. That ends today, however, with the iconic VW Microbus ambling out of production on the last day of 2013.
VW kept making the van in Brazil with the original air-cooled 1.2-liter boxer four until 2005, after which the original design was updated with a 1.4-liter water-cooled engine. Today, however, it ultimately falls prey to safety regulations that mandate that all vehicles - no matter how old their design - need to have airbags and ABS, forcing Volkswagen do Brasil to cease production of the Microbus after a 56-year production run. But the latest word is that the Kombi (as it's presently known) could get a stay of execution - or at least a resurrection in short order.
According to reports, the Brazilian government is looking into granting the Type 2 Microbus an exemption from said safety regulations, reasoning that the van was designed long before the advent of airbags and ABS. If the measure goes through, the Kombi Last Edition (pictured above) could prove not to be the last at all. VW XL1 priced at $169,000 in UK, only 30 will be sold there

Volkswagen has announced the pricing of its XL1 diesel plug-in hybrid for the UK, according to Car magazine. The small, uber-efficient two-seater will start at GBP98,515, or roughly $168,930 at current exchange rates. Additionally, only 30 units of the XL1 will be sold throughout the UK, giving it a rareness appropriate for its lofty price. It's nice to finally be able to stop speculating about the XL1's price. Even as recently as the first XL1 delivery in Germany, we were still mostly in the dark concerning the cost of the slippery VW. But is the price worth it, especially considering that the much sportier BMW i8 can be had for just a bit more (GBP99,895, or $171,460, in the UK)? Car seems to think so, noting that the XL1 is an eco and technology pioneer, and saying that its cost of ownership is "merely the price of progress." Plus, that includes the bragging rights of owning the world's most fuel-efficient car. The XL1's two-cylinder turbo-diesel engine displaces just eight-tenths of a liter and produces 47 horsepower. The internal combustion engine operates alongside a 26-horsepower electric motor powered by a 5.5-kWh lithium-ion battery pack. Despite its 2.64-gallon fuel tank, the XL1 has a maximum driving range of over 700 miles thanks to a 261-mpg rating (based on the European cycle). Unfortunately, we won't be able to do any bladder-busting, nonstop Chicago to DC road trips any time soon, as VW has no plans to bring the XL1 to North America - not that one would relish the experience of dicing it up with America's massive trucks and SUVs. If you want to drive one, you'll have to go to Europe, and you'd better have a very large piggy bank you're prepared to break open.
