Import pickup truck-killing Chicken Tax to be repealed?

After over 50 years, the so-called Chicken Tax may finally be going the way of the dodo. Two pending trade deals with countries in the Pacific Rim and Europe potentially could open the US auto market up to imported trucks, if the measures pass. Although, it still might be a while before you can own that Volkswagen Amarok or Toyota Hilux, if ever. The 25-percent import tariff that the Chicken Tax imposes on foreign trucks essentially makes the things all but impossible to sell one profitably in the US, which lends a distinct advantage to domestic pickups. Both the Trans-Pacific Partnership with 12 counties and Transatlantic Trade and Investment Partnership with the European Union would finally end the charge. According to Automotive News though, don't expect new pickups to flood the market, at least not immediately. These deals might roll back the tariff gradually over time, and in the case of Japan, it could be as long as 25 years before fully free trade. Furthermore, Thailand, a major truck builder in Asia, isn't currently part of the deal, and any new models here would still need to meet safety and emissions rules, as well. Automotive News gauged the very early intentions of several automakers with foreign-built trucks, and they weren't necessarily champing at the bit to start imports. Toyota thinks the Hilux sits between the Tundra and Tacoma, and Mazda doesn't think the BT-50 fits its image here. Also, VW doesn't necessarily want to bring the Amarok over from Hannover. There is previous precedent for companies at least considering bringing in pickup trucks after the Chicken Tax's demise, though. The Pacific free trade deal could be done as soon as this fall, while the EU one is likely further out, according to Automotive News. Given enough time, the more accessible ports could allow some new trucks to enter the market.

Volkswagen building budget car family planned for China in 2018

Volkswagen has publicly pondered a low-cost car for China, something akin to Nissan's Datsun revival in Southeast Asia, for at least three years. In 2013 it tapped Chinese partner FAW to help develop an entire budget brand, with plans to have something on the market in 2016 in the 6,000- to 8,000-euro range. About a year ago, VW said it couldn't figure out how to engineer an inexpensive car that didn't run counter to the brand's values, then three weeks later said it had overcome the issues. Reuters now reports that VW CEO Martin Winterkorn told German newspaper Bild am Sonntag, "We will bring a budget-car family to market in 2018, with an SUV, saloon and hatchback." Winterkorn didn't offer any other details like who VW would work with to build it - VW has partnerships with both FAW and SAIC, but the announcement will be welcomed by the brand's Chinese outpost. When this adventure started, VW said it was working to create a model that would cost 6,000 to 8,000 euro. That estimate has increased. Winterkorn is now saying the 2018 offerings will come in between 8,000 and 11,000 euro. In a straight euro-to-yuan conversion, that would equate to Chinese pricing of 56,000 to 77,000 yuan. For comparison, the New Polo with a 1.4-liter engine and a manual transmission starts at 85,900 yuan. Perhaps with an eye on the success of the Nissan-Renault sub-brand Dacia in Europe and emerging markets, Winterkorn told Bild, "We will see if this is something of interest for other markets as well." On the opposite end of the price/performance spectrum, Winterkorn also said that VW is working on two new models for Bugatti, one powered by a traditional gasoline engine and another with some sort of hybrid setup. The latter model would reportedly be the higher-performing of the two, though it's not clear whether there would be two vehicle lines or two versions of the same vehicle. VW Group to split brands under four holding companies

The Volkswagen Group is planning a tremendous shift in its internal structure that will decentralize operations by splitting its 12 brands into four different holding companies. Here's the breakdown. Things will be split logically, considering the inter-sharing of parts, platforms, and engines. The Volkswagen brand, Seat, and Skoda make up a passenger vehicle division led by former BMW man Herbert Diess. Audi, which is tightly intertwined with Lamborghini and motorcycle manufacturer Ducati, will be managed by current Audi exec Rupert Stadler. Porsche and Bentley, which are already quite close, will be joined by Bugatti and run by Matthias Mueller. Finally, a commercial vehicles division will include Volkswagen Commercial, Scania, and Man. Former Daimler exec Andreas Renschler will take care of the big vehicles. The massive move, according to Automotive News Europe, is part of an internal VAG effort to move away from the structure established by ousted Chairman Ferdinand Piech, who favored a compact, but highly centralized, management structure to oversee the independent actions of the company's brands. Criticism of Piech's arrangement stemmed from the company's slow responses to changes in the market, ANE reports. The new structure should make for a more efficient, streamlined company that's better able to make crucial decisions. What are your thoughts? VW uses NorCal Forest to make e-Golf carbon neutral

On the one hand, it's just a forest. There are beautiful redwood trees and clean air, cool, quiet creeks and hidden wildlife. You know, a forest. The kind that have existed for millions of years. On the other, it's a carefully managed collection of natural resources that lets companies pay money to make their products more beneficial to the environment. Welcome to the Garcia River Forest. For our purposes, the Garcia River Forest is interesting because of its connection to Volkswagen. Its young redwoods are helping Volkswagen create something almost unheard of in the automotive industry: a (mostly) carbon-neutral car. The 10,000-foot overview of how this works is as follows: when you buy the electric car, part of your money goes to support three carbon offset projects. These projects (the one in the Garcia River Forest, the Big River And Salmon Creek Forests in California, and the McKinney Landfill in Texas) have put a price on the value of not letting more carbon get into our atmosphere. The calculations come in the form of credits per metric ton of CO2 and VW has paid enough money to cover the emissions it generates during the production and distribution of the e-Golf as well as the charging for around 36,000 miles of driving. VW worked with 3Degrees, a provider of carbon offset services, to calculate the amount of greenhouse gas (GHG) emissions that each e-Golf will be responsible for, from the factory to the driveway. The Garcia River Forest location is managed by The Conservation Fund (TCF). VW originally announced the carbon-neutral program back when it revealed US details for the e-Golf, in August 2013. Stuart Gardner, project manager at VW of America for the Golf family, told AutoblogGreen that the idea for the carbon offset came from the way VW understands plug-in vehicle buyers. "At Volkswagen, we strive to be leaders in e-mobility and developing alternative powertrains and we realize that, when someone buys an electric vehicle - the e-Golf, for example - they are doing more than just buying an electric vehicle," he said. "They are buying a lifestyle and they want to engage in this lifestyle." VW is not releasing the specific amount of the purchase price of each e-Golf that is directed to the Garcia River Forest (or any other carbon offset projects).

Volkswagen introduced the sixth-generation Transporter van a few months ago, ushering in a new era for the once-iconic VW bus. But the Transporter isn't the only version Volkswagen Commercial Vehicles bases on its core van chassis. It also offers the Caravelle, the Multivan, and this, the new the California camper. Based on the T6, the latest California is now being rolled out for what you might call "outdoor recreation enthusiasts." Depending on which configuration you choose, it can fit up to seven people on the road and sleep up to five. VW has thrown everything into this van, literally including the kitchen sink. It's also got beds, a pop-top, and a dual-burner gas range. The new VW California can be had in three trim levels (dubbed Beach, Coast, and Ocean) and with a range of gasoline and diesel powertrain options. That is, where it can be had, because despite the name, the California (like the rest of VW's commercial vehicles) isn't actually offered in California or any of the other 49 states in the Union. Volkswagen Tiguan tunes up for Frankfurt show

Volkswagen is in the phase of testing where it's simply beating the crap out of the next-generation Tiguan. The German manufacturer is conducting high-altitude towing tests in the Alps of mules wearing the production-ready body of its second-gen compact CUV. This is the first time we've seen the Tiguan in its production body, and despite the ample camouflage, the resemblance to not only the Passat sedan, but the Cross Coupe GTE and CrossBlue concepts, is clear. That's particularly true based on what we can see of the new Tiguan's grille and headlight treatment. In back, the Tiguan will adopt a more sporting roofline, particularly in the aggressive rake of the D-pillar. It's significantly different than the current car, and frankly, that's no bad thing. Expect the usual array of gas and diesel four cylinders with both front- and all-wheel drive on offer. On the high end, meanwhile, our spies claim a 300-horsepower R model could eventually be added to the range. Aside from its new look, future variants could see the crossover spawn both a long-wheelbase version and a coupe-like model. That said, we're wondering how a long-wheelbase Tiguan would fit into the VW range alongside the long-rumored, American-built, three-rower. According to our spies, though, neither one of those vehicles would arrive until well after the vehicle shown above debuts. As for when we can expect to see the second-gen Tiguan, our spies point to September's Frankfurt Motor Show. Be sure to check back then.

VW reveals updated 2016 Jetta GLI [UPDATE]

UPDATE: Volkswagen has updated its press release regarding the EA888 four-cylinder engine. Originally, it was described as the same engine as the GTI. This is not strictly the case, though. While both the GTI and GLI use the EA888 engine, the GLI's engine does not get variable valve lift. Our story has been edited to reflect this. The Volkswagen GTI's slightly more mature and conservative fraternal twin, the Jetta GLI, is getting updated for 2016 in a big way. Chief among the changes is the GLI's new engine. It's an EA888 2.0-liter, turbocharged four-cylinder, like the engine we've so thoroughly enjoyed in Autoblog's long-term GTI, although it does without variable valve lift, according to Volkswagen. It's still rated at 210 horsepower, though. Volkswagen also made some minor visual tweaks, including 18-inch "Mallory" wheels, a new front fascia, and a rear bumper that includes a diffuser and two chromed exhaust tips. There's also a new standard safety feature being offered for 2016 in the form of the Automatic Post-Collision Braking system. This is not, as we initially thought, a collision mitigation braking system, though. Basically, it only kicks in after the airbag sensors detect a crash, at which point APCB clamps down on the brakes in a bid to minimize the severity of the accident. Recharge Wrap-up: Tesla Model S full speed, Pheonix EVs at LAX

A Tesla Model S driver shows what it's like to maintain about 125 miles per hour on the German Autobahn. In the video, Bjorn Nyland records his trip from a stop at a Supercharger 25 miles to the Danish border while driving about 200 kph for about 12 minutes. Upon entering the Autobahn, he hits the limiter at about 212 kph, or almost 132 mph. As he's driving, the car's estimated driving range adjusts for his speed, and he quickly loses quite a few miles. Phoenix Cars has provided an Electric Shuttle Bus to an airport parking company at the Los Angeles International Airport. As LAX's first electric shuttle bus, it is expected to run two shifts seven days a week, saving more than 60 tons of CO2 emissions yearly. The electric shuttle bus will be on display from June 29 to July 2 at the International Parking Institute Conference and Expo in Las Vegas. Phoenix also recently supplied its ZEUS electric flatbed to the US Navy. Read more in the press release below. Ballard will operate a fleet of eight hydrogen-powered buses in London for an additional five years. Transport for London uses the buses, powered by Ballard fuel cell technology, for its central Covent Garden-Tower Gateway route. The first five buses went into service in 2010 as Transport for London aimed to reduce CO2 emissions by 60 percent from 1990 levels by 2025. The three additional buses joined the fleet in 2013. "This contract extension is a positive endorsement of zero-emission fuel cell technology in transit applications, based on the demonstrated performance of these buses over the past five years," says Ballard Chief Commercial Officer Steve Karaffa. "Clean transportation is a growing concern for transit authorities globally and our fuel cell modules deliver a proven solution." Read more from Ballard. Volkswagen and SAIC are expanding electric vehicle operations in China. The partners will expand the main Shanghai Volkswagen plant to build electric vehicles. "Over the next four years, we plan to localize more than 15 different electric vehicle models in China, including plug-in hybrids and fully electric vehicles," says Volkswagen's Prof. Dr. Jochem Heizmann. Volkswagen will also step up fuel cell and plug-in hybrid research in China. In about four years, Volkswagen will build a new EV, based on the popular Lavida, at the Anting plant outside of Shanghai. Volkswagen names new chief designer for Bentley

The Volkswagen Group has named one of its own to head up the design department at its Bentley division. The role now falls to Stefan Sielaff, who has been with the group (off and on) since 1990. Sielaff is principally an interior designer, but has been tasked with setting up numerous overall design offices for Volkswagen and Audi over the years. In his new capacity he'll be reporting to the group's chief engineer Rolf Frech (and oddly not to Bentley chief Wolfgang Durheimer), but at the same time, Sielaff will retain his role as head of interior design for the entire VW group, reporting to its chief designer Walter de Silva. Sielaff replaces Luc Donckerwolke, who has headed up Bentley design since 2012 and is leaving the company. We'll be on the lookout to see where Donckerwolke lands next. In 1997 he was placed in charge of the Design Studio in Munich and was appointed Head of Audi Interior Design in the same year. In 2003 Sielaff moved to DaimlerChrysler as Design Director of the Interior Competence Center, returning to the Volkswagen Group in 2006 to become Head of Audi Design before being appointed Head of the Volkswagen Design Center in Potsdam und Head of Group Interior Design Strategy in 2012. In his new function as Director of Design at Bentley, Sielaff reports to Rolf Frech, Board Member for Engineering. In his function as Head of Group Interior Design Strategy he continues to report to Walter de Silva, Head of Group Design. Luc Donckerwolke has decided to leave the company. Porsche 911 and Nissan 350Z get smoked by unlikely hero

So a Nissan 350Z Procharger and a current Porsche 911 GT3 drive onto the Autobahn together - stop me if you've heard this one before - and they decide to race. We're not sure how much power the Z is packing, but the stock model topped out at 306 horsepower on the last year of its run in 2009. And if that's a stock GT3 then it will be rocking something like 475 horsepower. So the Z and the GT3 give it a racing go, and just as one of them starts to pull away they're both overtaken by one of the most unlikely dark horses you could imagine. It's a really short video and we won't spoil the surprise, so check it out above.
