Recharge Wrap-up: Volkswagen Sustainability Council meets, Zee.Aero flying car spotted?

The Volkswagen Sustainability Council held its inaugural meeting in Berlin. Made up of nine international experts, the council will advise VW and take action on its own as it sees fit. In the meeting, the council decided that in 2017 it will focus on tackling CO2 emissions, planning for post-2025 regulations, and assisting the automaker's "transformation from car manufacturer to mobility services provider," as VW Chairman Matthias Muller puts it. Volkswagen has approved 20 million euros (about $21.75 million) in funding for Sustainability Council projects for its first two years. "We are fully aware of the large transformation that lays ahead Volkswagen Group," says George Kell, Sustainability Council Chair and Founding Director of UN Global Compact. Honda plans to ramp up its share of hybrids sold in the US. In response to increasingly strict emissions standards, the company wants electrified vehicles (including hybrid, plug-in hybrid, battery electric, and fuel cell vehicles) to make up two-thirds of Honda and Acura sales in US by 2030. Some analysts are skeptical, though. Christopher Richter of CLSA Asia-Pacific Markets says that dealers are telling Honda they don't want hybrids. "Unless there's a change in what dealers want, I don't think they are going to get there that fast," Richter says. Read more at Automotive News. Witnesses report spotting what could possibly be the Zee.Aero electric aircraft at Hollister Airport in California. Zee.Aero, a startup funded by Google cofounder Larry Page, has a hangar at that airport, where a photo was taken of the aircraft in question. The craft is said to be capable of vertical takeoff and landing and can fit in a one-car garage, earning it the "flying car" moniker. 2015 VW e-Golf coming to ZEV states for $35,445* this November

Is $6,465 too much to get someone thinking about buying a Nissan Leaf to opt for the Volkswagen e-Golf instead? That's the price difference between the current EV sales champion, which now starts at $28,980, and the just-announced price for the e-Golf, which will sell for $35,445 in the US when it arrives in about ten states (basically, the ZEV states that follow California's lead in zero-emission vehicle rules) this November and will qualify for the federal tax credit of up to $7,500. VW says that the extra money will get you "the most versatile electric vehicle in its class." There is only one trim line, the SEL Premium, which will be the first VW in the US with all-LED headlights. The car's powertrain numbers pretty much match the Nissan Leaf, though. The e-Golf has a 24.2-kWh lithium-ion battery (the Leaf has a 24-kWh pack) and a 115-hp, 199-pound foot electric motor (107 hp,187 lb-ft in the Leaf). The e-Golf's official EPA numbers are not yet available, but VW says it will have an "average range between 70 and 90 miles." The Leaf has an official EPA range of 84 miles. The e-Golf has a better onboard charger – 7.2 kW vs. 3.6 or 6.6, depending on your Leaf's options – and has SAE Combo fast charging capability as standard. VW is also working with 3Degrees to offset all of the emissions "created from production, distribution and charging of the e-Golf for up to approximately 36,000 miles of driving." VW also announced prices for its lightly facelifted 2015 Jetta today. The base model, the 2.0-liter S with a manual transmission, starts at $17,325 while the top-of-the-line model, the Hybrid SEL Premium, will set you back at least $31,670. The lowest-cost TDI is the S manual, which starts at $21,640 and features VW's new 2.0-liter diesel four. A new limited-edition 1.8 Sport model with a firmer suspension, tinted taillamps and rear spoiler starts at $20,895. Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test.
