Scotland's Isle of Eigg's electrical grid relies solely on wind, hydro and solar power. It's the first grid of its kind after switching to renewable energy from noisy, unreliable diesel generators. Scotland's renewable resources are fodder for supporters of independence form the UK, and Eigg is a perfect example of that potential. Besides being a responsible community, it also seems like a lovely place to visit. Read more at Reuters. London Mayor Boris Johnson is calling for incentives for diesel vehicle scrapping. The goal is to improve London's air quality, encourage the purchase of clean vehicles and offset the inconvenience of charging diesel cars to enter the city's proposed Ultra Low Emissions Zone. Read more at Green Car Congress or in the press release below. BMW, Nissan, Renault and Volkswagen are teaming up to create a better EV charging infrastructure in the UK and Ireland. As part of the Trans-European Transport Network (T-ENT) program, the group aims to create extended EV-friendly roadways with the UK Rapid Charge Network, connecting major cities on the islands. Plans for the network include 70 rapid chargers along 684 miles of road. The four manufacturers also want to extend the project to mainland Europe to encourage the adoption of EVs. Read more at Hybrid Cars. Wuling is working on an EV, called City Car, which liberally takes visual cues from the BMW i3. The City Car EV concept is slated to make its debut in November at the Guangzhou Auto Show, while a production version could make its way onto Chinese roads next year. We might have to wait until the debut to know what powers the City Car, as those details haven't been released yet. General Motors is a 43-percent stakeholder in Wuling. Read and see more at Car News China. Taxi customers in New York will enjoy greater payment flexibility with the new interoperability between RideLinQ and Way2ride apps. Now customers will be able to use either app to pay in any of the city's 20,000 green and yellow taxis. There's no need for separate apps for separate cabs, and no need for drivers to install any new equipment. Volkswagen could build plug-in hybrids in China

When you're Europe's largest automaker and your largest global market happens to be the one most notorious for its pollution (China), some solutions just present themselves. Volkswagen may be heeding that call. During the upcoming Beijing Motor Show, the company is expected to announce plans to produce plug-in hybrid electric vehicles in China, Reuters says, citing sources within the company. Few details have emerged, though the plug-ins will likely be produced at VW's Foshan factory in South China, which currently makes the Golf and Audi A3 and has plans to eventually make 600,000 vehicles annually. News has been percolating for a while, as Oliver Schmidt, general manager engineering and environmental office for Volkswagen Group of America, said last March that the company was planning at least two plug-in hybrid lines under the VW badge (and another three with its Audi and Porsche affiliates), including possibly a Touareg and Jetta PHEV. VW said late last month that it was looking to speed up development of "particularly eco-friendly models" made by Shanghai Volkswagen as well as developing a "new, very eco-friendly vehicle" with First Automotive Works (FAW). Earlier this year, VW unveiled its Golf GTE plug-in hybrid at the Geneva Motor Show. That model has a 1.4-liter turbocharged four-cylinder engine and an electric motor to provide 201 horsepower and 258 pound-feet of torque. The car can travel as many as 81 miles on electric power alone.

Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.
