VW outsells GM in China for first time in 8 years

In case you didn't know, Volkswagen is hell-bent on becoming the largest automaker in the world. The German carmaker has inched closer to that goal, having outsold General Motors in China last quarter for the first time in eight years.
Volkswagen's sales in China, its largest marker, increased by 21 percent last quarter to 704,991 units. Those numbers almost tripled GM's third-quarter growth, and were enough to beat out the American automaker's 664,765 sales. GM, however, still leads in year-to-date sales in China by a slim margin of around 77,000 units. The Asian nation also happens to be GM's largest market, and according to the report in Automotive News, China's car market may grow to be larger than the US, Japan and Germany combined in three years' time.
About the news his company was bested in China by VW last quarter, GM CEO Dan Akerson is quoted saying, "It's not whether you're the biggest car manufacturer. It's whether you want to be the most profitable." It should be noted of these figures that GM includes truck figures, yet excludes Hong Kong and Macau from its Chinese sales numbers, while VW does just the opposite. Through September of this year, Volkswagen had 5 of the 10 best selling vehicles in China. GM boasted three of the cars on that list.

Volkswagen is the latest manufacturer to add vehicles to the growing list of cars, trucks and SUVs certified as Top Safety Pick+ by the Insurance Institute for Highway Safety. The non-profit has awarded its highest safety ranking on the 2016 Golf and Jetta families. Earning a TSP+ rating, while increasingly common, is still a challenge for automakers thanks to IIHS' strict testing regime. Vehicles must net "Good" ratings – the highest grade available – in the moderate overlap, front, side, roof, and head-restraint tests, while also scoring an "Acceptable" rating on the notoriously tricky small-overlap test. On top of that, the automated crash-prevention systems need to be rated as either "Advanced" or "Superior." For 2016, the Jetta, Golf, and their performance variants retained 2015's "Good" ratings across the board, while also receiving an "Advanced" crash prevention rating, thanks to the new-for-2016 Forward Collision Warning and Autonomous Emergency Braking systems. Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs."
