Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Mitsubishi hopes to launch a new vehicle badged as the Evo based on the Concept XR-PHEV II. Mitsubishi President and COO Tetsuro Aikawa tells Autocar the new vehicle will share characteristics with the outgoing Lancer Evolution loved by enthusiasts, but will feature a plug-in hybrid powertrain in the body of a compact crossover. "In Japanese, when you pronounce 'Oh,' it means 'king,'" says Aikawa. "So we would like to launch this type of car, featuring EV and PHEV technology, which is the ultimate of its kind. 'EV' for electric vehicle, 'O' for king - Evo." The Mitsu boss also envisions the four-wheel-drive Evo to be "light and fast - something performance-oriented." Within two years, the city will have 40 electric buses in operation, and will phase out the rest of the diesel fleet in the following years. "This project means we are saying goodbye to symbolic behavior and pilot projects," says transport alderman Abdeluheb Choho. "We have decided to just do it, not to experiment with five buses." Read more at Clean Technica. BMW and General Motors are both listed in the top five US organizations generating and using green energy onsite. In an EPA list, BMW's Spartanburg, South Carolina manufacturing facility is number four, with credit going to its use of landfill gas. In 2013, 69,383,477 kWh - or 37 percent of its total usage - came from green energy. GM's Fort Wayne Assembly was number five, with 43 percent of its power coming from methane from a nearby landfill. Volkswagen will release its 2014 sustainability report on Twitter on Monday, May 4. It will be the first step in using the social medium to distribute information on economic, environmental and social sustainability to a larger audience. The report will include a section called "Electrifying China with a tailor-made efficiency strategy," which focuses on reducing CO2 emissions through the use of electric vehicles. This was in the heart of the ultra-chic Côte d'Azur during winter. The car to be tested was the not-for-North America 2013 Volkswagen Golf R Cabriolet. Prevailing weather conditions here this time of year are bizarrely pleasant, as though a dome of Swarovski crystal has been placed over the entire region to protect it from any real winter spoiling things. And the zippy Golf R Cabriolet is a sports car designed precisely for this area's preciously narrow winding streets, as well as for the lofty budgets of its property owners.
So then why was it snowing like we were in northern Michigan? The weather front hit from the north like a swift kick to the Jordaches. The roof was open on this Candy White Golf R Cabrio and I, as is my wont, was determined through thick or thin to keep it retracted. It had been raining and sometimes sleeting like the End of Days, but I kept the lid cracked because the 261-horsepower cabrio - the most powerful convertible ever built by Volkswagen - was snipping along nicely as the bad weather blew over my head and wetted only the rear headrests.
