This month's Editors' Picks offer a little something at every budget. We call out a performance car as cheap as the Volkswagen GLI, but the Rolls-Royce Ghost also manages to make its way on to the list. Of course, very few folks can afford a Ghost, but that doesn't change the fact that it's an engineering master class. In addition to these options, we also dive into the compact luxury SUV market, one that is bursting with choices. It drives far better than many of its competitors, and it doesn't let you down in any particular area. If you were thinking of buying an entry-level option from one of the Germans, make sure you take the RDX into account, because you'll likely end up with more tech and features for an even lower price. It starts in the low $40,000 price range, and provides loads of standard convenience and safety features. Everything is packaged in a sharp and surprisingly spacious package, too. You may find some competitors that surpass it in some areas, but the Acura offers about the most for the money of anything in the segment." VW to unveil diesel-electric Twin-Up! in Tokyo

We've received multiple reports that Volkswagen will be bringing a diesel-electric concept to the 2013 Tokyo Motor Show, set to take place later this month. The car, called the Twin-Up!, is based on the Up! city car, with some sources claiming this is a thinly veiled concept that will eventually enter production.
According to Automotive News Europe, the Twin-Up! will reportedly return 214 miles per gallon on the US cycle by combining an 800-cc, two-cylinder diesel and an electric motor. It will also boast plug-in capabilities, and will be able to cover 30 miles on electric power alone.
Autocar has a more complete picture of the Twin-Up!'s powertrain, though, claiming it's a modified version of the hybrid system found in the Volkswagen XL1. The Twin-Up! will get a more potent, 47-horsepower electric motor to the XL1's 27-hp unit, but will retain that car's 47-hp turbodiesel. The battery pack will also grow, from 5.5 kilowatt hours to 8.6 kWh. Both of these increases are necessary due to the increased weight of the Twin-Up! - it's some 900 pounds heavier than an XL1.

Here in the U.S. the EPA found defeat devices on certain Volkswagen vehicles. Across the pond however concerned environmentalist groups including [00:00:30] Transportation & Environment say that the issues could be more widespread in Europe. Nico Muzi, a spoken for Transportation and Environment was quoted in the Automotive News as saying: "Volkswagen is just the tip of the iceberg..." Muzi goes on to claim that cheating is widespread, and that results produced from European emissions tests, which are not administered by a government agency, show differences in data that "...are so much, it can't be explained." Clean vehicle manager at Transport & Environment Greg Archer spoke to Bloomberg Business about the need to reform emissions testing in Europe: [00:01:00] [Bloomberg Video Clip] While it's clear that automakers are engineering vehicles and software to perform well on emissions tests, the real question is whether or not other OEMs, besides Volkswagen, are using defeat devices to cheat the tests, either here or in Europe.
