VW to pay $1B in settlement with US government over V6 diesels

Volkswagen and the US government have come to a settlement for the civil claims against the automaker's 3.0-liter, diesel V6s. Over 83,000 V6 TDI-powered models are currently prowling US roads in violation of emissions laws. The settlement allows VW to recall over 75 percent of its cheating V6 diesels – about 63,000 units – and bring them into compliance. These represent newer VW Touaregs, Audi A6, A7, A8, Q5, and Q7s, and Porsche Cayennes built between 2013 and 2016. According to the company, the recall will bring these so-called Generation Two engines up to emissions specs, provided the EPA and CARB okay the modifications. Should the regulators say no to VW's tweaks, the company will buy back or terminate leases with the affected owners. For older V6 TDIs built between 2009 and 2012, Volkswagen will do broadly the same thing, only in reverse. It will lead with buy backs of older Touaregs and Q7s – the only vehicles the company sold with the earlier engines – but could offer fixes if EPA/CARB give the okay. As part of its agreement over the emissions-cheating V6s, Volkswagen will contribute $225 million to the "environmental remediation trust" it established as part of its settlement over cheating 2.0-liter TDIs. VW is also on the hook for $25 million with CARB, bringing the total for the six-cylinder part of its emissions cheating scandal to around $1 billion, Automotive News reports. VW fix would have cost $335 per vehicle

Since the Volkswagen diesel kerfuffle began, Bosch, the world's largest auto supplier, has been hooked up to a bullhorn trying to make sure everyone knows its side of the story. Bosch supplied VW with the engine management testing software, including delivery and metering modules, that VW then used to skirt emissions laws in the US. Bosch told VW in 2007 that it was illegal to use the software in cars it planned to sell yet VW did it anyway, according to reports coming out in German newspapers Bild am Sonntag and Frankfurter Allgemeine Zeitung. That first warning came two years after VW started developing the small-displacement diesel, around the time that the two men pushing its development, then-brand chief Wolfgang Bernhard and engineer Rudolf Krebs, were telling their superiors that the engine needed AdBlue urea injection to pass US emissions. VW cost controllers wouldn't approve the AdBlue solution because it would add 300 euros ($335 US) to the cost of the vehicle. Bernhard and Krebs left the same year that Bosch advised VW about the software, two years before the engine went into production. That's when things get cloudy. A report in Automotive News says that when Martin Winterkorn took over in 2007 as head of the VW Group and brand, he asked Ulrich Hackenberg and Wolfgang Hatz to keep working on the engine, and "[the] engine then ended up in VW Group diesels" with that problematic software still intact. No one has yet pointed any fingers at this latter chain of command, but like a game of Clue, right now they're the professors in the library holding the candlesticks. Warnings didn't only come from the supplier: Frankfurter says VW's initial investigation has found that an engineer issued the same caution to the company in 2011. Neither Bosch nor VW would comment on the reports.

Winterkorn vacates chairs on Audi, Truck & Bus boards

The last remaining vestiges of Martin Winterkorn's power within the Volkswagen Group are slowly melting away. The former chairman of the group's management board resigned as CEO nearly two months ago in the wake of the diesel emissions scandal. He held onto other roles within the group, but one by one he's been vacating those as well. Last month Winterkorn resigned from his role at Porsche SE – Volkswagen's largest shareholder. Now the latest development comes from Bloomberg, which reports that Winterkorn has stepped down from his role as chairman of the supervisory board at Audi. Prior to his promotion to run the entire group, Winterkorn served as chief executive of the Audi division, and prior to his resignation served continued to serve as its board chairman. No date was given for his resignation from that capacity, nor any successor named at this point. Repeated requests for clarification from Audi have gone unanswered. In correspondence with Autoblog, however, spokespeople for VW's commercial vehicle operations confirmed that Winterkorn has also stepped down as the chairman of the board at Truck & Bus GmbH. The newly established division encompasses truck manufacturers Man and Scania. Winterkorn also served as chairman of Scania's board, but requests for confirmation of his departure from that role also went unanswered. The Swedish truck manufacturer, however, named Henrik Henriksson as its a new chief executive only a few days ago.
