Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Recharge Wrap-up: Japan's new hydrogen rules could help Toyota, New Delhi pollution worse than thought

The European Union is funding Fastned EV fast-charging corridors in Germany. The EU has set aside 2 million euros as part of its Trans-European Transport Networks program for Fastned to build the charging stations along major highways in Germany. The EU plans to help fund a network of 155 fast-charging stations along popular routes in Germany, Sweden, Denmark and Holland. Of those, Fastned will build 94 stations in Germany and Holland. Read more in the press release below. Revised hydrogen rules in Japan will make it easier to create hydrogen fueling infrastructure. Japan's Ministry of Economy, Trade and Industry has created guidelines allowing for liquefied hydrogen at filling stations, exceptions to required distances between precooling equipment and public facilities and less expensive materials for hydrogen storage. Toyota stands to gain from the new standards, as making fueling more readily available makes it easier to sell customers on the Mirai fuel cell vehicle. New research finds that New Delhi roads suffer from much worse pollution than the average levels recorded throughout the city. Pollution along roads is up to eight times higher than the numbers shown by urban background pollution monitors. With half of the city's population living within 300 meters of a major road, it's a major health concern. Joshua Apte of the University of Texas, Austin, recorded various pollution levels from inside vehicles in hopes of showing the difference between ground-level pollution and the lower numbers at monitoring sites. A couple who won a Toyota Mirai at the Los Angeles Auto Show are among the first people to own the new fuel-cell sedan. Marianne Ellis bought the winning ticket - auctioned off by the Environmental Media Association to fund environmental programs - as a possible 30th anniversary gift for her husband, David. The excited couple picked up their ceremonial keys at the LA Auto Show on Wednesday. "For us, it's about being at the cutting edge of change," says Marianne Ellis. "It's a chance to support environmental causes and clean energy, while showing it's possible to make a car like this part of your lifestyle." The salaries for 6,500 full-time employees at Tesla's Gigafactory battery production facility have been reported. According to the Reno Gazette-Journal, the 4,550 production associates and 200 material handlers will be paid $22.79 an hour. 460 equipment technicians and 360 quality technicians will get $27.88 an hour. 930 engineers and senior staff will earn $41.83, or $87,000 a year. The National Biodiesel Board (NBB) has elected its governing board members. The board leaders include Sprague Operating Resources Chairman Steven J. Levy, Minnesota Soybean Processors Vice Chair Ron Marr, American Soybean Association Treasurer Mike Cunningham and Nebraska Soybean Board Secretary Greg Anderson. NBB also filled four more spots on the board, discussed federal policies, began program planning and recognized outstanding member involvement in the biodiesel industry. The DOE calls electrolysis, photoelectrochemical, biological and solar-thermochemical key areas of hydrogen production and has made advances in each. The DOE is looking into technological advancements in making the clean fuel and ways to reduce production costs. The DOE has also outlined various plans for the 2015 fiscal year with regard to advancing hydrogen technology, with the goal of getting hydrogen prices in line with other fuels.
