Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota follows Tesla, makes hydrogen patents open source

Back in June, Tesla said All Our Patents Are Belong to You as it released its electric vehicle patents to the world. CEO Elon Musk said at the time that patents, "serve merely to stifle progress, entrench the positions of giant corporations and enrich those in the legal profession." Despite some disagreement on which gasoline alternative (electricity or hydrogen) will power the automotive future, it looks like the folks over at Toyota like the idea of making advanced technology easier for others to get their hands on. Last summer, Tesla said that it would, "not initiate patent lawsuits against anyone who, in good faith, wants to use our technology." In an announcement today at CES, Toyota said it would let "automakers who will produce and sell fuel cell vehicles, as well as ... fuel cell parts suppliers and energy companies who establish and operate fueling stations" get free access to 5,680 fuel cell related patents around the world. That means if you're interested in building your own Mirai H2 car, you can now get some of the instructions. There's a catch, though, in that Toyota's H2 vehicle patents will only be free, "through the initial market introduction period, anticipated to last until 2020." Patents about making and selling hydrogen will be free "for an unlimited duration." Toyota's Senior VP of Automotive Operations, Bob Carter, said that, "At Toyota, we believe that when good ideas are shared, great things can happen. ... By eliminating traditional corporate boundaries, we can speed the development of new technologies and move into the future of mobility more quickly, effectively and economically." Toyota generates a lot of patents each year – 1,491 in 2012 in the US alone, for example – but it did not see fit to make them all open to competitors. While we don't know for sure how many automakers have decided to use Tesla's patents since they were made public, but it appears that interest in the technology is muted. We'll have to wait and see how the industry reacts to the influx of H2 information. We hope this will be one of the topics Musk addresses in his Reddit AMA later today. Meet the Most Elegant Automobile, and it's for sale

Alright, so maybe "most elegant" is a bit of a stretch, but we feel safe in calling the 1992 Toyota Paseo in the video below an "automobile." High praise, we know. Still, it's clear someone loves the awkward little coupe enough to produce a hilarious video to sell the thing. Henry Floyd worked up a quick parody of the over-the-top luxury car ads we all know and loathe, and while the finished product is a little skimpy on details like price or location, it certainly doesn't hold back on the exposition.
