Recharge Wrap-up: Big Oil fails at renewable fuel, scientists study air with EVs, plug-in Panamera sales

Big Oil companies help keep renewable fuels out of your tank, a new report shows. No surprise there, right? The Renewable Fuels Association published a report card grading the country's largest retail gasoline chains on fuel offerings like E85 and E15. The report gave failing grades, with less than one percent of stations offering E15 or E85, to "Big Five" companies Exxon, BP, ConocoPhillips, Chevron and Shell, among other oil company and convenience/grocery store brands. The only major oil companies that didn't get an "F" were Valero (D), Cenex (B), and Marathon (A-). The eight companies that scored an A+ had at least 25 percent of their stations offering E85 or E15. Beginning July 4, University of Leicester researchers began driving electric vehicles kitted out with special sensors to monitor air quality throughout the city (similar to how California does it). Now their emissions-free daily driving duties double as data collection for their studies. "By monitoring air quality as a seamless part of our daily transport system, we are providing a cost-effective way to help inform future policy and operational systems," says the University's Dr. Roland Leigh. "There is no doubt electric cars are the future." – Nissan's Andy Palmer Nissan is exploring the idea of taking its Leaf EV to India, but a lack of charging options is an obstacle. According to Nissan's chief planning officer Andy Palmer, "There is no doubt electric cars are the future. The product is there, what we need is infrastructure. Charging is a big challenge." Though Nissan stopped short of saying it (this time), this could possibly mean working with Mahindra, which said it is open to collaborating with other companies concerning EVs. The National Electric Mobility Mission Plan will get over $2 billion in funding, and some of that will go toward creating a charging infrastructure (you hear that, Nissan?). This is good news for EV manufacturers, India's economy and people who enjoy breathing clean air. Nine cars we wish were convertibles

The snow has melted, the sun is shining, and the days are getting longer. At the Autoblog Detroit office we feel like our winter hibernation is finally over. And with warmer temperatures come visions of opening up a convertible roof and cruising. You know, just turn up the bass and let the Alpine blast. There are plenty of droptops on sale in the US, and more on the way (like the 2016 Mazda MX-5 Miata). That said, we always want more. More! More! More! In that spirit, we cooked up a list of nine cars aren't currently sold as convertible, but ought to be. Check out our picks, below. Summer's just around the corner. Subaru BRZ / Scion FR-S In some parallel universe, this car actually happened. Toyota showed us a FT 86 Convertible concept at the Geneva Motor Show in 2013, and we immediately started licking our chops over the thought of a rear-wheel-drive convertible based on the Subaru BRZ and Scion FR-S twins. These days, the MX-5 Miata is our only option for affordable roadster fun. A competitor to the Mazda seems like a no-brainer to us, especially since we have naught but good to say about the BRZ/FR-S as-is. Unfortunately in our present timeline, this car is as likely for production as a BRZ STI. Which is to say, not very. Dang. Lexus RC F Unlike the FR-S, a convertible from Toyota's luxury division might actually see the light of day. The current IS convertible is about to be phased out, and the Lexus LF-C2 concept from the 2014 Los Angeles Auto Show is really a thinly veiled look at a possible RC convertible. A droptop RC would be plenty good, but let's reach for the starts. What we really want is to run topless in an RC F, complete with that powerful, loud, 5.0-liter V8 engine. Lexus says the RC F is a true competitor to the BMW M4. If that's true, it only makes sense for Lexus to mimic the Germans and offer its performance coupe in a folding hardtop form. Maybach Landaulet Maybach is bach back, recast as an upper crust trim level for Mercedes-Benz. The Mercedes-Maybach S600 is seriously awesome, and more luxurious than a trip to the spa. But why not go a step into the truly ridiculous levels of extravagence and bring back that open-top Landaulet? We think your local princess will love this idea, and with better S-Class bones underneath, Jeeves will have a pretty enjoyable ship to steer, too. Besides, with that slick new Mercedes design language, a Landaulet redux wouldn't be nearly as hideous as the old model, pictured here.

Best cheap SUVs: You don't have to pay a lot to get a lot

Here's a news flash: Everything is a lot more expensive now! And that definitely goes for new SUVs, with prices that keep nudging higher and higher. Actually "nudging" might be too soft of a description for their motion. "Skyrocketing" is probably more accurate.  While higher prices and hefty interest rates have likely knocked a lot of people out of the new car market entirely, there are still quite a few cheap SUV choices. Better still, they're not terrible! Far from it, in fact. While the lowest price SUVs used to be drab, sorry affairs best left to the lots of Avis and Budget, that is definitely not the case today. Not only are there legitimately appealing cheap SUV choices, they offer genuine differences in character, capability and design. It's not just a series of anonymous boxes with different badges. Below you won't just find a simple list of the cheapest SUVs available. We are actually pointing out the best ones. They are listed from least expensive to most expensive, with none exceeding a starting price of $30,000. Most are subcompacts, but a few of our top choices in the compact SUV segment snuck on. Finally, please excuse the crummy photo quality. We sought out representative trim levels of the prices in question rather than just reusing pretty carmaker-provided photos of the most expensive trim levels. Still, what started life as an undefinable funky tall hatchback now finds itself in its third generation with numerous vehicles of similar shape and size that are dubbed "small SUV" or "small crossover." If it walks like a duck and quacks like a duck ... Call it what you will, but the Soul delivers the goods with tons of equipment and space for its price and size, an agreeable driving demeanor, and an even more powerful engine upgrade than the Kona's. We also think it's pretty cool. All of the above helped it win our subcompact SUV comparison test. Now, if there's one area where the Soul does not satisfy a typical SUV requirement, it's the lack of available all-wheel drive.
