U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. The Kia Rio has never looked this good

The word "Rio" immediately conjures images of the Olympics, which ended just days ago. But recalibrate your brain. It's Kia's best-selling model around the world and it will be revealed in September at the Paris Motor Show. The fourth-generation Rio gets a fresh look inside and out. It has a longer wheelbase with a longer hood and front overhang, which Kia says is meant to convey confidence. The sketches released today look similar to the current generation – as we'd expect – but Kia designers dressed it up with a fancier front end and "straight lines and smooth surfacing" which is evident on the sides. Kia also touts the new Rio's safety, connectivity, and improved handling, though it didn't specify the features. You can compare the sketches with the spy shots of a Rio caught running around this week. Rumors also suggest a hotter Rio GT hatch could arrive for 2018. The sketches show the hatchback variant. Kia also sells the Rio as a sedan in the US market. Globally, the Korean automaker moved more than 473,000 Rios last year, and the new model will launch production near the end of this year for Europe. Timing for launches in other markets was not announced. Despite low fuel prices and consumer demand for crossovers, Rio sales have inched up slightly this year to 18,699 units, 1,637 ahead of last year's pace through July. Much of those gains came last month, when Kia sold 1,104 more Rios than it did in July 2015. The Rio was last updated in the US market for the 2016 model year. Related Video:

Recharge Wrap-up: Venturi seeks funding for speed record, Kia partners on V2G

Venturi Automobiles has started a crowdfunding campaign to help break an EV speed record. Venturi's goal, with the help of The Ohio State University, is to set a new FIA World Speed Record for Battery Powered Electric Vehicles of over 7000 pounds with its VBB-3. Venturi set the current record at 307 miles per hour, but wants to exceed that this September at the Bonneville Salt Flats. Kia is providing six Soul EVs to UC Irvine's Advanced Power and Energy Program (APEP). APEP is using the electric vehicles for the development of vehicle-to-grid technology and smart charging systems. Kia says the collaboration is helpful in its goals of expanding EVs over the next five years. "Grid-connected electric vehicles offer tremendous potential in terms of energy storage and dispersion during high-demand periods," says Kia VP of Product Planning Orth Hedrick, "and Kia is excited to collaborate with APEP in the study and development of advanced smart grid technologies." Taking on the likes of Tesla with its Powerwall, Daimler began shipping battery packs for residential energy storage in Germany in April, with an eye toward solar systems. Now, with its new brand, the company looks to expand to the global market.
