FCA nears plea deal in diesel emissions fraud probe

Fiat Chrysler Automobiles (FCA) is nearing an agreement to plead guilty to criminal conduct to resolve a multiyear emissions fraud probe surrounding Ram pickup trucks and Jeep sport-utility vehicles with diesel engines, people familiar with the matter said. FCA lawyers and U.S. Justice Department officials are brokering a plea deal that could be unveiled in coming weeks and include financial penalties totaling between $250 million and $300 million, the people said. Such a resolution with FCA, which is now part of Stellantis NV, would come more than four years after Volkswagen AG pleaded guilty to criminal charges  to resolve its own diesel-emissions scandal involving nearly 600,000 vehicles.It would also mark the final significant chapter in the government crackdown on automakers' emissions practices that was precipitated by Volkswagen's deception, which became known as "Dieselgate." The FCA investigation focuses on roughly 100,000 diesel-powered vehicles that allegedly evaded emissions requirements. The plea negotiations are fluid and some terms, including the size of any financial penalties, could change as discussions continue, the people said. Justice Department officials are preparing paperwork that will likely be negotiated with FCA to finalize the plea deal, which could result in changes and also present an outside chance for the agreement to fall apart, the people said. A plea agreement would cap a series of investigations dating back to 2015 surrounding diesel-powered vehicles in FCA's U.S. lineup. The current criminal investigation targets the U.S unit of the Italian-American automaker. The affected vehicles span model years 2014 to 2016. Representatives for FCA parent Stellantis and the Justice Department declined to comment. The scandals over emissions cheating tarnished diesel technology and accelerated the industry's shift to electric vehicles. The European automakers had promoted "clean diesel" technology as a way to reduce carbon dioxide emissions and ease a transition to an all-electric future. When regulators on both sides of the Atlantic uncovered evidence that diesel vehicles polluted far more in real world driving, the argument for a slower transition to battery electric vehicles was shredded. Now, automakers are accelerating battery electric vehicle development to comply with tougher, post-Dieselgate pollution standards.

Another major car show is almost upon us, and you know what that means. That's right, boys and girls – another pair of custom Jeeps. Far be it from us to complain, though, especially when the pair of SUVs debuting at the LA Auto Show this month aren't just for show. These will actually be offered to the public as new special editions. In one corner we have the Jeep Grand Cherokee SRT Night edition, with all the brightwork replaced with black. The roof, rear spoiler, front grille bezels, pillars, and window surrounds are all done up in gloss black, while the wheels – custom 20-inch jobs – as well as the front applique and badging have all been given a satin black treatment. The interior, as you might have guessed, is also predominantly black, with black leather, black chrome bezels, and silver stitching. Buyers will be able to choose between deep red, silver, or dark gray exterior colors, but either way they'll be getting the same 6.4-liter V8 – all 475 horsepower and 470 pound-feet of it. In the other corner is the Jeep Wrangler Backcountry. This one's based on the Wrangler Sahara and features a special off-road front bumper, powder-coated rear bumper, and the 17-inch wheels and rock rails from the Wrangler Rubicon. The interior features piano-black trim, leather and mesh seats, vinyl accents, nine-speaker Alpine sound system, and more. It'll be available in five colors – blue, black, white, gray or purple – with special graphics (because nothing says "backcountry" quite like neon pink decals on a purple Jeep) and a standard black (or optional body-colored) hardtop. The Wrangler Backcountry will be reaching dealers around the same time as its live debut towards the end of this month. Don't expect to see the GC Night edition on the streets until early next year, though. Pricing for either has yet to be announced, but you can scope out the details of both in the press release below. There will forever be a soft spot in my heart for the Jeep Wrangler. The last one I owned was red, and, as a 1990 model, had the square headlights derided by Jeep enthusiasts who grew up on the Civilian Jeeps that descended from their General Purpose military ancestors. As a teenager, I couldn't have cared less what shape its headlights happened to be - to me, a Jeep Wrangler represented freedom; a carefree do-it-all machine equally at home with the top stowed away in the summer or with the heater on full blast in the snowy clutches of Old Man Winter. In Dr. Seuss parlance, my square-headlighted Sneetch was just as worthy as any round-headlighted Sneetch.
All that said, I'll be the first person to advise against buying a Jeep Wrangler of any sort for owners who don't plan to use it as its makers intend. There's no good reason to punish yourself with a stiff and springy ride, a loud and somewhat drafty (though generally water-resistant) interior or the poor fuel economy expected of a block-shaped vehicle if you don't enjoy its other, more exciting benefits.
Of course, Jeep has done its darndest over the years to make the Wrangler as civilized as possible while keeping it as capable as federal law will allow. The 2013 Jeep Wrangler Moab edition is one of Jeep's latest attempts to attract attention from the upper reaches of the active lifestyle set, and I spent a week with one to see what makes the Moab special.
