U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

But what if the best you can afford is... say, $12,815? For that price, you can buy a brand-new 2015 Nissan Versa (including destination), assuming you're happy with zero options and a manual transmission. For that price, you'll get standard air conditioning, a CD player and... well, a warranty. Pretty sensible choice, Captain Frugal. But also ridiculously uninspired. And so that brings us to today's edition of This or That, in which two Autoblog editors pick differing sides of an argument and duke it out to see which one of us can convince you, dear reader, is better. Or at least less wrong. You be the judge. As a refresher, I'm two-and-two on these challenges, having lost the first and second editions before storming back in rounds three and four. Today, as alluded to above, we decided to throw our collective brainpower (oh lord, what have we done?) at what may be the single most difficult question currently confounding the best minds our planet has to offer: What is the best used used luxury car you can buy for the price of a 2015 Nissan Versa? Shall we meet our contenders? Allow me to introduce you to the most perfect luxury car money can buy (assuming the amount of money you're holding is equal to the amount of the cheapest new car currently sold in America, the Nissan Versa). My pick is the 1991 Mercedes-Benz S-Class. Not just any S-Class, but the legendary W126, which was produced between 1979 and 1992. And not just any W126, either, but one powered by a 3.5-liter turbodiesel engine. And with that, I send the argument to my esteemed colleague, Associate Editor Chris Bruce. Bruce: Jeremy, we had over $12,000 to budget for this challenge, and the best you can manage is a 24-year-old diesel Mercedes? I love oil-burners as much as any other auto writer with their mountains of torque and huge cruising range, but you're making this too easy on me. Jaguar Classic's 3.8-liter engine block costs nearly as much as a new Jetta

Jaguar is helping collectors restore its vintage models by resuming production of the 3.8-liter six-cylinder engine block it built between 1958 and 1968. Called XK, the straight-six originally powered half a dozen models (including the famous E-Type), and its modern recreation costs nearly as much as a new compact sedan. Wearing part number C22250, the cast-iron block is built to the original's specifications by Jaguar's Classic division, and it comes with a 12-month warranty. Sourcing a used block would likely be markedly cheaper than ordering a new one from the factory, but enthusiasts who value originality above all will appreciate the fact that it comes certificate of authenticity. Customers who send the company proof of vehicle ownership can even retain the serial number from the engine they're pulling out, though an asterisk will identify it as a replacement. Jaguar built the XK engine for several decades, but the 3.8-liter variant only remained in production for 10 years. It powered cars like the surprisingly quick XK 150 roadster, the stately Mark IX and early examples of the E-Type, though its displacement grew to 4.2 liters in 1964. As of this writing, only the 3.8-liter XK is available new. If the E-Type you're painstakingly restoring deserves nothing less than the best, or if you think a 3.8-liter block makes an awesome coffee table, you'll need to send Jaguar a check for GBP14,340 including taxes, a sum that represents approximately $17,800 at the current conversion rate. Enthusiasts will also need to source pistons, connecting rods, a crankshaft and a complete cylinder head, among many other parts, so the cost of a full rebuild will lie well beyond the $20,000 threshold.
