Imported pickup tax in play in Trump trade talks with South Korea

WASHINGTON/SEOUL - Talks starting Friday to amend a U.S.-South Korean trade deal must balance President Donald Trump's domestic agenda against the need to contain a nuclear armed North Korea and will have to be completed swiftly, officials from both sides told Reuters. The U.S goods trade deficit with South Korea has doubled since the 2012 signing of the US-Korea Free Trade Agreement (KORUS). Almost 90 percent of the 2016 shortfall of $27.6 billion came from the auto sector, an issue the United States is expected to press hard in the Washington talks. A quick deal could give Trump his first trade victory at a time when NAFTA negotiations are dragging on without agreement and pressure on China to change trade practices has yielded little progress. The talks, led by Assistant U.S. Trade Representative Michael Beeman and Yoo Myung-hee, director general for FTA negotiations at South Korea's trade ministry, begin at a time of heightened tensions with Pyongyang. A trade ministry official in Seoul said South Korea was waiting for Washington's formal proposals and substantial negotiations would not take place on Friday over a deal Trump has repeatedly threatened to scrap. "The U.S. brought up lowering non-tariff barriers, especially for their auto industry. At the moment, we are not sure whether the U.S. will ask that but we will be prepared (for the U.S. demand)," said the official, who spoke on condition of anonymity as he was not authorized to talk to the press. A top priority for the Americans is maintaining a 25 percent tariff on Korean pickup truck imports, which was meant to have been phased out from 2019 under the current deal, according to a U.S. official and a South Korean car industry source. South Korea has two major automakers, Hyundai and Kia, both of which are heavily reliant on exports due to the small size of their domestic market. Critics charge that South Korea discriminates against imports with a range of non-tariff barriers. South Korean auto companies believe that Washington will also seek to increase the 25,000-vehicle per U.S. automaker threshold for U.S. car shipments to South Korea that can enter the country without meeting Seoul's domestic industry regulations. The official at a South Korea auto company, who was not authorized to speak to the media, also said the United States was interested in easing Seoul's vehicle emissions targets. These are viewed as discriminating against U.S. autos.

2018 Hyundai Accent starts at under $16,000

Hyundai has finally announced pricing for its latest Accent subcompact. The cheapest base-level SE trim is equipped with a 6-speed manual transmission and starts at $15,880, and adding a 6-speed automatic bumps that price up $1,000. Moving up to the mid-level SEL will cost at least $18,180, and the top-trim Limited starts at $19,780. Both of these trims are only available with an automatic. All versions come with the same naturally aspirated 1.6-liter four-cylinder making 130 horsepower and 119 pound-feet of torque. The SE trim comes reasonably well equipped for a budget subcompact including air conditioning, power windows, cruise control, and Bluetooth. While one might expect those to be standard on every car now, that's not exactly the case. For example, the base level Kia Rio does not come with power windows, cruise control, or Bluetooth, though the Rio is also expected to cost a bit less than the Accent. Choosing SEL adds a number of more desirable features including four-wheel disc brakes, alloy wheels, a bigger touch screen, Apple CarPlay and Android Auto, automatic headlights, heated mirrors and a telescoping steering wheel. The Limited offers even more convenience features such as forward collision avoidance, LED lights, sunroof, bigger alloy wheels, keyless entry, heated seats and automatic climate control. Kia recalls 507,000 vehicles in U.S. for airbag issues

WASHINGTON — Kia Motors Corp said on Friday it was recalling more than 507,000 vehicles in the United States because an electronic glitch may prevent airbags from deploying in a crash. The recall follows an announcement in March by the National Highway Traffic Safety Administration (NHTSA) that it was investigating why some airbags had failed to deploy in Kia vehicles and its affiliate Hyundai after crashes in which four people were killed and another six were injured. The two Korean automakers have now recalled nearly 1.1 million U.S. vehicles to address the issue. NHTSA said in March that it was aware of six serious crashes in which airbags failed to deploy in frontal crashes, including four in 2011 model Hyundai Sonatas and two in 2012 and 2013 Kia Forte vehicles. The crash of the 2013 Forte occurred in Canada. Kia's recall issued on Friday covers 2010-2013 Kia Fortes, 2011-2013 Kia Optimas and 2011-2012 Kia Optima Hybrid and Sedona vehicles. The company said the airbag control unit may short circuit because they may be susceptible to electrical overstress, preventing the frontal airbags and seat belt pretensioners, which pull the driver and front seat passenger firmly back into their seats, from deploying. The company said it does not yet have a fix, but is working with its supplier on the issue. Kia spokesman James Bell said the company "is attempting to have a remedy by the scheduled owner notification date of July 27. If Kia does not have a remedy by that date or if any customer feels unsafe in his/her vehicle, we will provide a rental car until the repair has been completed." Hyundai in February issued a recall for 154,000 U.S. Sonatas after non-deployment reports were linked to electrical overstress in the air bag control unit. In April, Hyundai recalled an additional 425,000 U.S. vehicles to address the same issue. Hyundai said in March that it was aware of reports of two deaths in its vehicles, which occurred in head-on collisions at extremely high rates of speed. NHTSA said the airbag control module under investigation was built by ZF Friedrichshafen AG, a German auto supplier. ZF said on Friday that it has worked with Kia and "continues to cooperate and support NHTSA and its customers in the investigation." The safety agency also said that electrical overstress appeared to be the root cause in a 2016 recall by Fiat Chrysler Automobiles NV of 1.4 million U.S. vehicles for airbag non-deployments in significant frontal crashes.
