After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Ford and BraunAbility team up for wheelchair-accessible Explorer

BraunAbility, a creator of wheelchair-accessible vehicles that are usually based on minivans, has teamed up with Ford to create the MXV, a vehicle the company hails as the first of its kind. In addition to the obvious exterior modifications that include sliding doors, this Explorer-based mobility vehicle has removable driver and passenger seats and a powered ramp that nestles into the vehicle's floor. Modifications to the regular Explorer platform will allow wheelchair users to operate the MXV from the driver's position with the normal seat removed, ride along as a front passenger, or enjoy 56 inches of cabin height in the middle row, which is large enough to accommodate most power wheelchairs. Best we can tell, there are no changes to the Explorer's powertrain, which means a 3.5-liter V6 engine with 290 horsepower and 255 pound-feet of torque will provide motivation, not to mention 5,000-pounds worth of towing capacity. Fuel economy from the MXV matches that of the Explorer, with 17 city, 24 highway, and 20 combined. The twin-turbo EcoBoost V6 isn't available. Unfortunately, all-wheel drive also isn't available from BraunAbility due to the lowered floor necessary to make the vehicle large enough to work as a proper mobility vehicle. Even so, the Explorer looks like a pretty nice platform with which to build such a wheelchair-accessible vehicle, with good looks, good driving manners, and the kind of rugged looks you can't find in a minivan. Expect to see the MXV at BraunAbility dealers this fall, but don't expect to be first in line. Vehicle No. 1 has been promised to wounded veteran Mike Delancey, a United States Marine paralyzed by a sniper's bullet while serving in Iraq in 2006. Ford Australia launches Falcon GT F 351, last of its line [w/video]

It's always best to go out with a bang rather than a whimper, and Ford Performance Vehicles is doing just that in Australia with the Falcon GT F 351. It's the most powerful road car the Aussie performance brand has ever made with a supercharged 5.0-liter V8 pumping out 471 horsepower (351 kilowatts) and 420 pound-feet of torque. It's joined by the FPV Pursuit Ute with the same powerplant tuned to 422 hp and 402 lb-ft. Sadly, the last F in this Falcon's name stands for Final.
The GT F 351 is a monumental way to go out, though. It harkens back to the old days of Aussie muscle Fords, and the 351kw output is meant to reference the classic Falcon GT and its 351-cubic-inch V8. In addition to the massive power, the F has the improved suspension from the R-Spec model and Brembo brake calipers.
FPV is building just 500 GT F sedans for Australia and 50 more for New Zealand, plus 120 Pursuit Utes. They feature a blacked-out hood and black stripes over the hood and sides, plus gloss black accents around the headlights, door handles and mirrors.
