Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Seamless operation, peppiness, and a nice suite of equipment make it a top choice for the publication. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary." Chevy Sail 3 lands in China

Shanghai General Motors took 32 cars to this year's Guangzhou Motor Show, with its Chevrolet Sail 3 leading the way. After putting almost 1.4 million of them into Chinese hands, the third generation of the Bowtie's entry-level sedan wants to "take the nameplate and the segment to a new level." Its new architecture sporting a 1.4-inch longer wheelbase supports a growth spurt of two inches in length and 1.8 inches in width. The exterior also gets "eagle eye-shaped" headlights and "dual-c-element taillights." Under the hood will be either a 1.5-liter DVVT or a 1.3-liter VVT, each of them more powerful and more frugal than previous offerings. Both can be paired with a manual or an automatic transmission, and qualify for listing in China's National Energy-Saving and Eco-Friendly Vehicle Catalogue, as well as a 3,000 renminbi rebate ($490 US). Europeans ask Chevy to bring Volt back to Europe

A group of French fans is asking for a jolt of support from General Motors to get the 2016 Chevrolet Volt across the pond. The Association Amperistes et Amis des Vehicules Rechargeables is running a Change.org petition that currently has 383 signatures out of a goal of 500. While the attempt is admirable, it's probably going to take a lot more than several hundred people for the model to make a return to the continent after the poor showing of the Opel Ampera – first-gen Volt's European cousin. The group's major argument for bringing a version of the second-gen Volt to Europe is that consumers need "an intermediate choice between expensive or range-limited pure electric cars and plug-in hybrids with a miserable electric range." Furthermore, such a vehicle would prod the competition to produce similarly efficient electrified models. They also lavish praise on the abilities of the Ampera for its long EV driving range. The supporters aren't entirely kind to GM in the petition, though, and claim the company excluded the original car from marketing efforts there. The Ampera actually enjoyed a strong European launch with more orders than initially expected and briefly topped the best-sellers list among EVs there. It was even named 2012 European Car of the Year. Those halcyon days didn't last long, and by 2014 sales fell off to a trickle.
