Body shop manager stole over $500,000 worth of government trucks and parts

The US Department of Justice announced yesterday that the manager of a collision and restoration business in Virginia admitted he helped misappropriate and sell vehicles and parts from the State Department. Specifically, he sold 12 Chevrolet Suburbans, a Hummer, and $7,500 worth of tires and wheels. He pled guilty to charges to commit theft of government property and wire fraud. He will likely see 18 to 20 months in prison, a fine of $4,000 to $40,000, and has already agreed to pay restitution of $416,020 and asset forfeiture of the same amount. According to the Department of Justice, the body shop manager, James Ratcliffe, worked with the owner of the business and a State Department official, both unnamed, to obtain the property. It started with the wheels and tires, which were delivered and sold on two occasions, one in 2011 and another in 2012. The trucks came later, and were sold throughout 2011 and 2013. Ratcliffe and the shop owner kept most of the profits, and shared some of the leftovers with the government official. In addition to the vehicles that were sold, the government official also gave Ratcliffe a pair of Suburbans for his own personal use. The Department of Justice estimated the total value of the SUVs at $96,400. In total, the group misappropriated $512,420 worth of property. Related Video:

GM finds steering flaw, decides it doesn't warrant a recall

Guess what? General Motors is back in the spotlight for not recalling something. This time, though, not only does the company have an argument against a recall campaign, but its position is supported by the National Highway Traffic Safety Administration. According to The New York Times, over 50 owners of GM vehicles have reported instances of stuck or seized steering after driving long distances without moving the wheel. One owner complained to NHTSA that the "locked" steering of their 2013 Buick Verano caused a collision with a concrete barrier in a construction zone. Along with the 2013 to 2014 model year Verano sedans, Chevrolet Cruze and Malibu sedans are also affected. Considering the popularity of those models, GM needs to have a reason for not issuing a recall, right? "Based on a very low rate of occurrence – ranging from less than one half to less than two incidents per thousand vehicles – and the fact that the condition is remedied when the wheel is turned, GM determined this was not a safety issue," spokesman Alan Adler told The Times. The company has, however, issued a technical service bulletin for owners that complain of the problem. The fix is nothing more than a software update that is covered for 10 years or 150,000 miles from new. NHTSA cited GM's actions, along with descriptions of the problems from customers, in its decision not to issue a recall, with spokeswoman Catherine Howden saying, "the symptoms described would be a brief, perceptible change in steering feel that has little to no effect on the driver's ability to safely steer the vehicle." "When terms like 'notchy,' 'stick,' 'slip' or 'feel' are used, it does not indicate a meaningful increase in steering effort," Howden told The Times via email. What do you think? Recharge Wrap-up: BYD electric buses at Special Olympics, hybrids perform better than rated

A new study finds that real-world fuel economy of hybrids could be significantly higher than EPA ratings. Researchers at the University of Vermont, with the help of their own "total on-board tailpipe emissions measurement system," found the fuel savings of Toyota Camry Hybrid over a standard Camry to exceed its sticker values by 18 percent on the highway and 33 percent in the city. The results of this study suggest that the projections of the fuel and emissions benefits of hybrids could be adjusted to reflect more these more positive real world values. The study's authors, Britt A. Holmen and Karen M. Sentoff, say more research is warranted based on these findings, and that "similar studies can be used to develop robust models of all types of HEV platforms under actual driving conditions and improve quantitative estimates of the future fleet contributions to the US CO2 emissions inventory and petroleum consumption." Shuttling 6,500 athletes required the help of multiple charter companies, including local buses from the Chinese automaker.
