Tarantino's stolen Chevy Malibu from Pulp Fiction recovered after 19 years [w/video]

Quentin Tarantino fans will likely remember Vincent Vega's cherry 1964 Chevrolet Malibu Convertible in Pulp Fiction. In a movie drenched in automotive references, the Malibu is very nearly a character in and of itself, and it serves as the subject of Vega's soliloquy about the kind of man who vandalizes another's automobile. It also happened to be Tarantino's personal car when the film was shot, and was apparently stolen shortly after production wrapped. Now police have located the car some 19 years later.
As it turns out, the thieves cloned the vehicle identification number from another '64 Malibu and had the car registered under the new digits. It was then sold to an unsuspecting buyer. Police happened upon the duplicate VINs while investigating another potential theft. Right now, it's unclear whether Tarantino has taken possession of the Chevrolet, if it has remained in the possession of the fraud victim, or whether it's caught somewhere in the gears of justice. Bang for the buck. That quasi-scientific statistic is bandied about by motor heads everywhere from classrooms to barrooms, though the truth of the matter is that it's exceedingly complex to measure. A fair performance-per-dollar index would include something like cross-referencing MSRP (Manufacturers Suggested Retail Price) with point-to-point times on a track or driving route, which is obviously hard to do comprehensively. But, for the sheer joy of talking about cars and playing with a big spreadsheet, there's always the horsepower-per-dollar index, which is more straightforward, albeit hilariously flawed. There are vagaries even with this simple formula, of course: MSRP for vehicles can change at a moment's notice, to say nothing of the bottom-line shifting that happens with local deals or showroom negotiation. For this list we're running with the straight MSRP wherever possible, and as recently reported as we can get it. All the vehicles on this list are 2017 models, and all trims are reported where the lowest price and differing power levels intersect. Some choices were made for personal preference and some for sanity, avoiding things like all 48 trim levels of the Ford Transit, all with the same horsepower). If this list were a simple top ten, or even a top fifty, you'd be bored to tears with all the red, white and blue that is represented. Following perfectly with conventional wisdom, American cars really do lead the world where hp/$ is concerned. So, for the sake of variety (and the sheer joy of seeing a minivan 'win' one round of this thing) I've sorted out some top five and bottom five lists for broad power categories. Let's dive in. Less Than 100 Horsepower Okay, okay, this is hardly a category we'll grant you. But we've often tried to click off all the sub-100-hp cars on sale in the US, and making this list gave us an excuse. It also illustrates that none of these smallish vehicles bring cheap horsepower to the table - for that you'll need a motorcycle. The segment-leading Chevy Spark (above) asks just over $139 for each hp, and that Smart Fortwo Electric Drive has hp on sale for about the same price as its very distant family cousin, the Mercedes-Benz SL65 AMG (insert your favorite Smart joke here... we know you want to).

GM seeks national mandate for zero-emissions cars

DETROIT — General Motors says it will ask the federal government for one national gas mileage standard, including a requirement that a percentage of auto companies' sales be zero-emissions vehicles. Mark Reuss, GM's executive vice president of product development, said the company will propose that a certain percentage of nationwide sales be made up of vehicles that run on electricity or hydrogen fuel cells. GM says a nationwide program modeled on such a requirement in California could result in 7 million electric vehicles, or EVs, on U.S. roads by 2030. California wants 15.4 percent of vehicle sales by 2025 to be EVs or other zero emission vehicles. Nine other states, including Maryland, Massachusetts, New Jersey and New York, have adopted those requirements. In January, California Governor Jerry Brown set a target of 5 million zero-emission vehicles in California by 2030. The Trump administration criticizes California's ZEV mandate, saying it requires automakers to spend tens of billions of dollars developing vehicles that most consumers do not want, only to sell them at a loss. Reuss told reporters that governments and industries in Asia and Europe "are working together to enact policies now to hasten the shift to an all-electric future. It's very simple: America has the opportunity to lead in the technologies of the future." A national mandate also would create jobs and reduce fuel consumption, CO2 emissions and "make EVs more affordable," Reuss added. GM, the nation's largest automaker, will spell out the request Friday in written comments on a Trump administration proposal to roll back Obama-era fuel economy and emissions standards, freezing them at 2020 levels instead of gradually making them tougher. Under a regulation finalized by the Environmental Protection Agency at the end of the Obama administration, the fleet of new automobiles would have to get 36 miles per gallon by 2025, 10 mpg higher than the current requirement. But the Trump administration's preferred plan is to freeze the standards starting in 2021. Administration officials say waiving the tougher fuel efficiency requirements would make vehicles more affordable, which would get safer cars into consumer hands more quickly. GM on Thursday said it doesn't support the freeze, but wants flexibility to deal with consumers' shift from cars to less-efficient SUVs and trucks.
