Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. The entire list, from greenest to meanest, is done using a "cradle to grave" analysis. Opel pulls out of Russia, GM to focus on Cadillac, 'iconic' Chevys

General Motors is going to realign its priorities in the struggling Russian marketplace, withdrawing its Opel brand and pulling out mainstream Chevrolet models. Instead, the General will take aim at Russia's well-established oligarchy, pushing Cadillac as well as "iconic" Chevrolet models, like the Corvette, Camaro and Tahoe. "This change in our business model in Russia is part of our global strategy to ensure long-term sustainability in markets where we operate," GM president Dan Ammann said in a statement. "This decision avoids significant investment into a market that has very challenging long-term prospects." Russian customers interested in an Opel or mainstream Chevys like the Spark, Aveo (the US market Sonic), Cobalt (shown above), Cruze, Orlando and the like have until December to snap up a car before the brands are pulled. "We do not have the appropriate localization level for important vehicles built in Russia and the market environment does not justify a major investment to further localize." Opel Group CEO Karl-Thomas Neumann said. GM will continue to offer service to customers in Russia. "We can assure our customers that we will continue to provide warranty, parts and services for their Chevrolet and Opel vehicles," Neumann said. Beyond realigning its brands in Russia, GM also announced that it would also be idling the company's factory in the country's second-largest city, St. Petersburg. Now's the time to buy a cheap first-gen Chevy Volt

Would you fork over 18 grand and change for a new Chevrolet Volt extended-range plug-in vehicle? If so, there are some for the taking. Since the updated Volt is about ready to hit dealerships, current models have become a lot easier to afford. For some reason, it appears the best deals are in Iowa, recalling some sort of Field of Dreams-style whispering voice luring car shoppers to their first plug-in vehicle, according to EV Obsession. To wit, a couple of 2014 Volts with a sticker price in the $35,000 range are being offered for less than $26,000 in that Midwestern state. Factor in the $7,500 tax credit from the federal government, and the Volt can be had for less than the sticker price of a Toyota Prius C compact hybrid. Chevy started priming that particular pump earlier this year, though didn't appear to have a ton of success. This past spring, Chevrolet was offering some impressive lease deals on the Volt, with monthly payments dropping to less than $250. There's a reason buyers will want to wait for the second-generation Volt. The 2016 version will have a 53-mile all-electric range, up from the 38-mile range in the current version, along with 106 MPGe. Some will say that the style is improved as well, and the first-gen's touch-sensitive control panel was discarded for more buttons. Still, if you're more concerned about price than having the newest car on the lot, now's a good time to shop. And speaking of the current version, sales remain down substantially. Last month, Chevy moved 1,380 Volts, a 45-percent plunge from a year earlier. Through August, Volt sales were down 37 percent this year compared to 2014 numbers, to 8,315 units.
