EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Chevy's low-cost pedestrian avoidance to debut on 2016 Malibu

The mainstreaming of safety technologies that began on luxury vehicles will get a big boost from General Motors later this year. The General says it plans to offer 22 driver assistance systems across its product portfolio of 2016 models, starting with the redesigned Chevrolet Malibu - the one that we know will keep tabs on teenagers for the benefit of parents. Pedestrian avoidance will be another of its available options. Instead of kitting the sedan out with numerous and expensive radar arrays, the GM system uses the camera mounted next to the rearview mirror that is already used for the lane-keeping function. New software lets it detect pedestrians, and when it detects a potential collision with one, it can alert the driver and brake autonomously if the driver doesn't react. Eventually, engineers want to give it the ability to do the same with cyclists. Because it uses existing hardware updated with new code, GM says the application costs "a few hundred dollars." GM demonstrated the Front Pedestrian Braking preventing a crash with a dummy pedestrian at speeds up to 15 miles per hour. Automotive News reports that it will reduce the severity of impact up to 40 miles per hour, but "may not be of much use in collisions at higher speeds." Bob Lutz says Tesla remains 'fringe' brand

We've said it before, we'll said it again: Bob Lutz gives great quotes. From his toilet-themed opinion of global warming to Toyota's deity status, the man knows how to get your attention. His latest? Saying that Tesla Motors is and will remain a fringe brand. Take that, Tesla fanbois. This, of course, is the same fringe company that prompted Lutz and his former colleagues at General Motors to start working on the Chevy Volt around eight years ago. The same fringe company that has easily outsold the similarly priced (but don't call it a competitor) Cadillac ELR with its Model S. Lutz did clarify that the fringe status will only last until Tesla comes out with a mass-market electric vehicle that has a range of 200 to 300 miles. Lutz was on CNBC talking about the TSLA stock's recent performance, and he pointed out that even Tesla CEO Elon Musk says that the California automaker's stock is overvalued these days. Despite its prevalence around these parts, Tesla is not yet a household brand. But the company is working hard to get a cheaper, long-range EV to market in the not-too-distant future, so this fringe thing may not last much longer than that show Fringe did.
