Weekly Recap: Auto execs face life in prison for recall delays under proposed legislation

The stiff punishments are part of broader transportation legislation, but clearly McCaskill has automakers in her sights.
Missouri Senator Claire McCaskill threw down the gauntlet this week, proposing a bill that could send auto executives to prison for life if they were found to have delayed a recall. She also wants to eliminate the limit for fines for auto safety violations, which are currently capped at $35 million.

GM's Mark Reuss explains why a performance Cadillac ELR-V won't happen

Hey, I've got enough things to worry about. That's one interpretation of General Motors executive vice president Mark Reuss' response to a question posed by Driving the Nation about the recently-introduced Cadillac ELR plug-in hybrid. Reuss said GM will "definitely expand the tuning envelope" for the ELR. The question was whether GM would consider adding magnetic ride control to the quite-powerful-for-a-plug-in Caddy, creating an "ELR-V" model in the process. Reuss' non-answer: "Good question, can't really answer that," but then elaborated that magnetic ride control uses up "a lot" of power otherwise spoken for in terms of providing the longest electric-only range possible. Interestingly, he did add that GM will "definitely expand the tuning envelope" for the ELR, as you can see in the video below. With the model retailing for north of $75,000, fewer than 60 percent of US Cadillac dealers were carrying the ELR as of last month and just 99 ELRs were sold during the first two months of the year. In an effort to sell more vehicles, GM said in January that it would offer the ELR for a 39-month lease for $699 a month for qualified lessees and with a $5,999 down-payment required. Cadillac ELR getting massive discounts, some up to $14,000

Well, that didn't go as planned. General Motors had marketed the Cadillac ELR extended-range plug-in as a premium version of the Chevrolet Volt with some Caddy refinements. Now, it looks like that premium, at least from a price standpoint, is shrinking. Shoppers in a number of states are reporting that GM and its dealers are discounting the ELR in order to move more off dealer lots. The issue is that few people are biting at the official price tag of about $76,000, so GM has started offering as much as $8,000 worth of dealer and customer incentives, Transport Evolved reports. More recently, dealers in states such as Florida, Texas and Maryland are offering discounts in the $12,000-to-$14,000 range, and that's before any federal and state plug-in incentives kick in. It's not difficult to guess why. Through the first half of the year, GM sold fewer than 400 ELRs. Last month, Caddy moved just 97 units, or about as many as Tesla sells of its Model S in a day. Perpahs recent spy shots that reveal a test ELR that appears to up the sportiness quotient, with touches such as larger wheels and brakes, will also help sales.
