"I take advantage of any excuse to drive it; just banging around town, errands, short runs on the interstate, delivering my granddaughter to school in the morning," he says. Elon Musk will speak at the Automotive News World Congress in January. The Tesla CEO is a featured speaker for the program, "Setting the Pace in a Thriving Market." Production of the Toyota Rav4 EV has ended. The shipment of the final Toyota EVs concludes Toyota's deal to source batteries from Tesla. Of the 2,600 Rav4 EVs to be produced, there are probably just a few hundred left to be sold, most of which are likely to be gone by the end of October. Read more at Inside EVs. Cadillac will likely show an improved version of the ELR at the Los Angeles Auto Show in November. The 2016 ELR will include unspecified "engineering enhancements," according to Cadillac spokesman David Caldwell. Uber executives, along with Illinois Governor Pat Quinn, have announced a major expansion of the ride-hailing company's Chicago headquarters. Uber also plans to add 420 jobs by the end of 2016. "Uber's new expanded headquarters will allow the company to continue its rapid growth and serve its riders and drivers throughout Illinois," says Governor Quinn. Weekly Recap: GM scales back as Russian auto market teeters

General Motors' extensive plans to scale back its Russian operations are the latest sign the automotive market in the former superpower is collapsing – and there are few signs of recovery. GM said Wednesday it will stop selling mainstream Chevrolets and shutter the entire Opel brand in Russia. The moves leave GM with a luxury-focused presence consisting of Cadillac and Chevrolet's Corvette, Camaro and Tahoe. The cutbacks will be completed by the end of the year. The automaker will also idle its factory in St. Petersburg and end a contract-assembly agreement with Russian manufacturer GAZ. "We had to take decisive action in Russia to protect our business," Opel Group CEO Karl-Thomas Neumann said in a statement. "We confirm our outlook to return the European business to profitability in 2016 and stick to our long-term goals." GM is the latest automaker to scale back in Russia as the economic conditions, volatile currency and uncertainty over the conflict in the Ukraine all have sandbagged new car sales. Last month, vehicle sales collapsed 38 percent in Russia to 128,298 units, according to the Association of European Business, which records sales. Joerg Schreiber, chairman of the AEB automobile manufacturers committee, didn't even feign optimism in a statement announcing the figures. "The market is entering a very difficult phase now, and February is only the beginning," he said. "Industry sentiment is the next few months will be extremely difficult and the market bottom has yet to be found." The dovetails with industry experts, who predict the Russian auto sector will remain in the doldrums. IHS said earlier this year it expects Russia's sales to slip to just 1.8 million units in 2015, which is a 40-percent drop from 2012. Other News & Notes Chief leads Jeep's Easter Safari stable Jeep is bringing seven attention-getting concepts to Moab for its annual Easter Safari off-roading celebration in Utah, but the Chief is perhaps the standout of the group. It salutes the 1970s Cherokee with a throwback appearance and surfer styling cues. The Chief has a custom modified razor grille made famous by the Wagoneer, and it rolls on 17-inch slotted mag wheels. The surf theme comes in with ocean blue paint, floral cloth and leather seats and a tiki-style shifter handle. Based on the Jeep Wrangler, the Chief has removable sides, a 3.6-liter V6 engine and a six-speed manual gearbox.

Cadillac CT6 gets a plug in Shanghai, will come to US

Don't call it the third coming of the Chevy Volt. The unsurprising debut of the Cadillac CT6 PHEV in Shanghai today has a powertrain that sounds an awful lot like the one that can be found in the Volt and the Cadillac ELR. The plug-in CT6 – identical to the CT6 that debuted in New York earlier this month – has an 18.4-kWh lithium-ion battery (just like the 2016 Volt) and offers an all-electric range of around 37 miles. It also copies the "Regen on Demand" feature from the new Volt and the battery cells "use the latest generation cell chemistry found in other GM plug-in vehicles." But Cadillac President Johan de Nysschen doesn't see the two powertrains as similar in at least one important way. General Motors calls the Volt and the ELR "extended range electric vehicles" (EREV) but in a statement, de Nysschen says that the plug-in hybrid CT6 is, "an ideal platform for Cadillac to offer its first plug-in hybrid." That GM is using the PHEV terminology rather than EREV is going to be important to some, even if the practical difference is only semantic. And yes, we all understand the irony of de Nysschen – the same guy who has a history of speaking ill of plug-in cars – hyping them now. Back when he worked for Audi, he said the original Volt was too expensive for what it offered and was thus, a car for "idiots." Speaking in Shanghai today, de Nysschen said the new CT6 PHEV was, "an EV without any of the disadvantages or range constraints," according to Automotive News. If the batteries are similar to GM's other EREV/PHEV cars, the CT6 powertrain is at least different. The ELR uses a 1.4-liter engine, while the new Volt has a 1.5-liter four-cylinder mill. The CT6, on the other hand, has a 2.0-liter turbo four-cylinder engine with direct injection. There is also an "all-new rear wheel electric variable transmission (EVT) with exclusively designed motors," that will give the CT6 PHEV, "smooth, spirited acceleration." The EVT is a two-motor-unit that uses three planetary gears. Maximum overall system output is 335 horsepower and 432 pound-feet of torque. Perhaps most interesting for American audiences is the fact that GM's press release, available below, makes multiple references to US-market sales of the PHEV. Official details on the EV range and fuel economy will be made available closer to the car's US launch.
