Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Popular Science has named the winners in its Best of What's New awards, the victors coming in the categories of aerospace, automotive, engineering, entertainment, gadgets, green, hardware, health, home, recreation, security and software. The automotive category did not go wanting for lauded advancements:
Tesla Model S: the Grand Award winner for being "the standard by which all future electric vehicles will be measured."
BMW 328i: it's 2.0-liter turbocharged four-cylinder gets called out for being more powerful and frugal than the six-cylinder it replaces.

Recharge Wrap-up: Portland's Electric Avenue, hacking a Tesla

Portland, Oregon has opened a city block set aside for electric vehicles. Dubbed "Electric Avenue," the EV-only zone replaces one that was taken over by new construction. The new Electric Avenue is an improvement, though, with four universal, 50-kW fast chargers and two Level 2 chargers. Currently, charging is free when customers pay for the metered parking. Portland's original Electric Avenue became a gathering place for EV drivers and an opportunity for companies to test charging technology. Read more at Ecomento. Hackers Kevin Mahaffey and Marc Rogers discussed hacking a Tesla Model S at the Def Con hacking conference. They outlined the car's vulnerabilities, particularly regarding the central information display, instrument cluster and the gateway. The hackers were able to exert control over certain subsystems, but they also pointed out some of the ways in which the car is protected from outside manipulation. Among other things, they were able to turn the car on and off, lock and unlock the doors, control the brakes under five mph, and shift the car into neutral above five mph. Tesla, who was also on hand for the presentation, has patched many of the vulnerabilities. Read more at Tom's Hardware. The BMW i3 is now available through DriveNow in Copenhagen, Denmark. After the carsharing program's success with the electric car in Germany, the UK and US, BMW (which owns DriveNow along with car rental company Sixt) has created a fleet of 400 i3 EVs in the Danish capital. With the help of bus operator Arriva, the BMW fleet is interconnected with public transportation. "Here in Copenhagen we are now already witnessing mobility of the future," says BMW's Dr. Bernhard Blattel. "It is on-demand technology, interconnected, quiet and electric."
