Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. VW confirms development of 10-speed dual clutch, 134-hp/liter diesel

Each year, the Vienna International Motor Symposium showcases some of the up-and-coming technologies automakers are engineering for the use in passenger cars, and Volkswagen AG CEO Martin Winterkorn revealed some big developments VW is working on for its future products. Winterkorn discussed a multi-faceted approach that VW is looking to reduce its fleet fuel consumption and exhaust emissions.
Some of the bigger news he discussed included a "high-performance" diesel engine that will produce 134 horsepower per liter and a 10-speed DSG automatic transmission. While no specific applications were mentioned, we can only hope this is for the Audi R4 we keep hearing about.
Another topic he touched on that caused us to perk up our ears was had to do with VW's plug-in hybrid technology. While we know the PHEV versions of the Audi A3 and Porsche Panamera are on the way, Winterkorn also said that these two models will be followed up by Golf, Passat, Audi A6 and Porsche Cayenne plug-in models. Audi, Jag, Kia and Tesla top Strategic Vision 2014 Total Quality Index

A couple weeks ago, J.D. Power released its latest Initial Quality Study, which gave high marks to Porsche, Hyundai and General Motors, with the latter earning more individual IQS awards than any other manufacturer. Now, it's Strategic Vision's turn, and it's doling out its praise not to Porsche, but to Tesla, which wasn't even included in the JD Power IQS.
The Model S was named the best vehicle overall in total quality, while Porsche's corporate brother and endurance-racing rival, Audi, was named the best premium brand, alongside Jaguar. Strategic Vision cited the Q5 and the ancient Q7 for individual segment awards, as well as the A5, which was a mere point off the top of its segment. SV also handed out compliments for the Audi's interior work. The win for the German brand is a nice improvement over its IQS score, with which it landed above the industry average, but solidly mid-pack.
Jaguar was without a segment winner, although SV did say that the Indian-owned English brand had a number of vehicles very near the top of their segments. This is the second significant win for Jag in two weeks, after it finished second overall on the JD Power IQS a few weeks ago.
