Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

BMW has won International Engine of the Year for the hybrid system in the i8. The i8 PHEV uses a 1.5-liter, three-cylinder gasoline engine with a hybrid drive unit including a 96-kilowatt electric motor. BMW beat Ford's 1.0-liter EcoBoost engine by a small margin to win the award for best overall engine. It also took the award for the 1.4-liter to 1.8-liter category, as well as best new engine. Tesla beat BMW to win the green engine category for the electric powertrain of the Tesla Model S. The head of Audi powertain development is quitting as the automaker steps up electrification. Stefan Knirsch has worked at Audi since late 2013, and previously worked at Porsche as the head of quality management and engine development. Germany's Auto Motor und Sport magazine had reported that Knirsch was leaving Audi, which Audi confirmed without giving a departure date or saying if he would be working elsewhere. Audi has been feeling pressure from its competitor Mercedes-Benz, and has been working on improving its EV offerings and autonomous vehicle technology. Read more from Reuters. The owner of a biodiesel company has pleaded guilty to fraud. Philip Joseph Rivkin, aka Felipe Poitan Arriaga, took part in a scheme to defraud the EPA, falsely claiming to be producing millions of gallons of biodiesel. This allowed his company, Green Diesel, to receive renewable fuel credits and sell them to oil companies and brokers. "These crimes are a serious threat to an important program that helps combat climate change," says Cynthia Giles of the EPA. "Companies and individual managers should get the message that there are serious consequences for breaking the rules and undermining the integrity of this program." Audi bringing new TT Roadster to Paris

The TT may be first and foremost a coupe, but in presenting the third-generation model, Audi has toyed with all sorts of body-styles. There's been the prototypical coupe, of course, but also shooting brake and crossover concepts. The one thing it hasn't shown us is the convertible model, but that ends today as Audi takes the wraps off the new TT Roadster and TTS Roadster.
Set to be unveiled at the Paris Motor Show next month, the new TT Roadster naturally follows its fixed-roof counterpart's lead closely, but with the addition of a folding fabric roof mechanism. Made of magnesium, aluminum, steel and plastic, the mechanism weighs 6.6 pounds less than its predecessor's, helping keep the center of gravity lower. It also folds flatter to allow for more luggage space, and can deploy or retract in ten seconds at speeds up to 31 miles per hour. With the roof up it's also quieter, and with a drag coefficient of 0.30, Audi claims it's the slipperiest in the segment.
Of course, Audi's also worked to keep the weight down and rigidity up. As a result, the 0-62 sprint only takes an extra 0.2 seconds, quoted in the TTS Roadster at 4.9 seconds instead of 4.7 in the TTS coupe. Top speed remains pegged at 155 miles per hour. That, of course, is with the top-spec, 310-horsepower 2.0-liter turbo four, but Audi will also offer the less potent 184-hp version as well as a 2.0-liter TDI, mated to either a six-speed manual or six-speed DCT, though specific performance figures for each version were not disclosed in the press release below.
