French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. Recharge Wrap-up: VW Golf TDI wins green car award, DC buses might go electric

The 2015 Volkswagen Golf TDI has won the award for 2014 Northwest Green Car or the Year. The distinction comes from the Northwest Automotive Press Association during its Drive Revolution event in Portland. Co-chairman of the event, Jeff Zurschmeide, says, "Volkswagen has led the diesel passenger car market for years, and the Golf TDI proves that they're likely to stay on top for a while." The 2015 Golf TDI has 10 more horsepower than the outgoing model, while improving fuel economy thanks to a new engine. It also has a base price $3,000 lower than the 2014 Golf TDI. Read more in the press release below. The BMW i8 gets its laser high-beam headlights from lighting company Osram. The laser lights use half the energy of their LED counterparts, according to BMW, which is important when one is trying to get every last bit of range out of the car's battery. The laser high beams can also reach about twice as far as LED lighting. Because of their brightness, they won't be available on cars sold in the US. In laser-equipped i8s, the laser high beams will not work below 60 kilometers per hour, nor when other lights are detected in front of the vehicle. Head to Automotive News Europe to read more. Renault has delivered a fleet of 30 Kangoo ZEs to Uruguay's government-owned power company, UTE. The electric fleet will allow the company to reduce its CO2 emissions by 36 metric tons, says Renault. 84 percent of Uruguay's electricity comes from renewable sources, with a goal of 90 percent on the horizon. Uruguay aims to get a third of its electricity from wind farms by 2016, meaning these Kangoo ZEs will be powered in no small part by renewable energy. For Renault, "This order is a further sign of the interest in the region for electric vehicles," according to Denis Barbier, Renault's senior vice president, citing previous deliveries in Brazil, Mexico, Argentina and Colombia. Some of the diesel buses, which were first put to work in 2003, are nearing the end of their life cycle, and DC sees an opportunity to make the switch to something a little greener. "Electric has not been a viable option in previous procurements, but now it is," says Will Handsfield, Georgetown Business Improvement District's transportation director. Handsfield is concerned about air quality, and says he also appreciates the long-term stability of electric rates compared to diesel.

Recharge Wrap-up: Volkswagen Sustainability Council meets, Zee.Aero flying car spotted?

The Volkswagen Sustainability Council held its inaugural meeting in Berlin. Made up of nine international experts, the council will advise VW and take action on its own as it sees fit. In the meeting, the council decided that in 2017 it will focus on tackling CO2 emissions, planning for post-2025 regulations, and assisting the automaker's "transformation from car manufacturer to mobility services provider," as VW Chairman Matthias Muller puts it. Volkswagen has approved 20 million euros (about $21.75 million) in funding for Sustainability Council projects for its first two years. "We are fully aware of the large transformation that lays ahead Volkswagen Group," says George Kell, Sustainability Council Chair and Founding Director of UN Global Compact. Honda plans to ramp up its share of hybrids sold in the US. In response to increasingly strict emissions standards, the company wants electrified vehicles (including hybrid, plug-in hybrid, battery electric, and fuel cell vehicles) to make up two-thirds of Honda and Acura sales in US by 2030. Some analysts are skeptical, though. Christopher Richter of CLSA Asia-Pacific Markets says that dealers are telling Honda they don't want hybrids. Witnesses report spotting what could possibly be the Zee.Aero electric aircraft at Hollister Airport in California. Zee.Aero, a startup funded by Google cofounder Larry Page, has a hangar at that airport, where a photo was taken of the aircraft in question. The craft is said to be capable of vertical takeoff and landing and can fit in a one-car garage, earning it the "flying car" moniker.
