Recharge Wrap-up: Chevy Impala bi-fuel sales; VW e-Up fire

Chevrolet has delivered about 200 units of its bi-fuel Impala so far. The automaker originally planned to begin sales in summer of 2014, but was delayed over a year due to quality concerns. Now, the bi-fuel Impala, which runs on both gasoline and CNG, has begun delivery, mostly to commercial and fleet customers. The car begins at $38,210 (including destination charges), and will be available at 3,200 US dealerships. Production of a 2016 model is underway. Read more at Green Car Reports. The US Department of Energy (DOE) has announced $35 million in funding for hydrogen and fuel cell technology projects. The money will support research and development, manufacturing, and early deployment of the technologies. The DOE also wants to bring together consortia to work together on fuel cell cost, performance, and durability, as well as hydrogen storage research. "As FCEVs become increasingly commercially available, the Energy Department is focused on advancements to enable hydrogen infrastructure including production, delivery, storage, and manufacturing, as well as continuing to reduce fuel cell cost and improve durability," the DOE said in a statement. Read more from the DOE. A Volkswagen e-Up! caught fire after a collision with a train in Norway. The driver, Christopher Traasdahl Saether, was able to jump from the electric Volkswagen before the train hit, and was physically unharmed. It also appears that there were no injuries among the passengers on the train. "It was quite a way to start the day," says Saether. A photographer at the scene reported that the car burst into flames when a salvage crew attempted to remove the wreckage from the railway crossing. Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast. More German automakers may be afoul of US emission standards

Volkswagen has plenty of smoke to share, and that may mean fire for other German automakers that make diesel vehicles, says Automotive News. Earlier this month, European Federation for Transport and Environment said that BMW, Daimler's Mercedes-Benz and General Motor's Opel division are among other automakers that may have equipped their vehicles' diesel engines with similar software as VW's. That software was found to reduce emissions while a car is being tested for emissions and shuts down emissions-control systems during normal use. The European environmental group used data from the International Council on Clean Transportation. Automotive News notes that the European environmental group put out its own report earlier this month, before the VW scandal broke loose, but the report was pretty much overlooked. Now, VW is under fire after it was discovered that 2.0-liter diesel engines in the VW Jetta and Golf, and Audi A3, may be programmed to game the emissions system. VW sold almost a half-million diesel vehicles in the US during the past six years. Both BMW and Mercedes-Benz told Automotive News that the issue that befell VW doesn't apply to their diesel vehicles. Earlier this week, Volkswagen admitted its car ran the sneaky software, while the US Environmental Protection Agency (EPA) has started a probe on the company. VW is setting aside more than $7 billion to pay for the alleged violations. Meanwhile, US taxpayers may have spent as much as $51 million a year to pay for subsidies related to VW's diesel vehicle sales in 2009 alone, according to the Los Angeles Times.
