Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." Porsche says half of its sales will be electric by 2023

Porsche, whose presence in the plug-in vehicle market has been pretty minimal, now plans to substantially boost its commitment to electric vehicles in the next few years. The German luxury automaker intends to dedicate up to half its annual production to electric vehicles by 2023, Electrek reported, citing comments CEO Oliver Blume made to German publication Manager Magazin. Specifically, the company says it will be able to produce as many as 60,000 EVs annually from its Zuffenhausen factory in Germany. First and foremost will be Porsche's Mission E, which is slated to debut in 2019. That model will be able to go about 310 miles on a full charge (via the more generous New European Driving Cycle, or NEDC). Porsche first showed off a concept version of that 590-horsepower beast at the Frankfurt Motor Show in 2015. The company hasn't hinted at pricing for the car, which will have a 90-kilowatt battery and will jet from 0 to 60 miles per hour in a tidy 3.5 seconds, but expect it to be well into six figures. Porsche also plans an all-electric version of the Macan, its biggest seller. But Porsche's math indicates bigger plans than that. Porsche delivered nearly 238,000 vehicles last year, so an output of 60,000 EVs at Zuffenhausen is only a quarter of the total, not half. You can assume then that Porsche has plans to electrify other models that it hasn't announced yet, built at other factories. It might also be counting hybrids in its "half" projection. Last month, Porsche decided to discontinue its plans for a plug-in hybrid variant of its iconic 911 model, suggesting a temporary pullback of sorts. Then again, in April, reports surfaced that Porsche and Audi, both owned by Volkswagen, were collaborating on vehicle-electrification technology as well as autonomous driving advancement. Porsche's green-car sales have been so thin that Autoblog last year officially pulled the German automaker off of its monthly green-car sales tally. For 2015, the most recent year we tracked, Porsche sold 1,738 plug-in vehicles, about the same as 2014. Volkswagen Golf R Variant ready to haul ass, stuff

Volkswagen seems to be playing a cruel trick on the American automotive public at the Los Angeles Auto Show. It's displaying its sexy Golf R Variant with no clear intention of actually selling the model here. The hot wagon launches in Europe in the spring, but the automaker makes absolutely no mention of the model's prospects in the US. Hopefully, its appearance in LA at least indicates VW is considering bringing it stateside. The great thing about this wagon is that it has everything that the regular Golf R offers, but there's even more room to carry stuff. The same 2.0-liter turbocharged four-cylinder engine makes 296 horsepower and 280 pound-feet of torque with a six-speed dual-clutch gearbox and 4Motion all-wheel drive. Performance is very close, too, with the Variant R taking 5.1 seconds to get to 62 miles per hour versus the 4.9 seconds the standard R needs to read 60 mph. The two of them also have the same tech goodies like ESC Sport stability control and multiple damping modes. The real advantage to opting for the estate is its ability to carry up to 57.2 cubic feet of cargo in the back. This hot rod wagon would seem to be perfect for the family that needs to haul some extra junk in the trunk, but doesn't want to sacrifice performance.
