South Korea to file criminal charges against VW exec

South Korea has tossed out Volkswagen's recall plans and is preparing to level criminal charges over its handling of the diesel emissions catastrophe, The Wall Street Journal reports. "Recall plans the company submitted to us earlier this month were insufficient and lacked key information, and thus are unacceptable," the South Korean Ministry of Environment said in a statement obtained by the WSJ. A ministry official hinted at the possibility of criminal charges earlier this month if VW's recall plan wasn't satisfactory, the Yonhap News Agency reports, and now it looks like it will actually follow through. According to the WSJ, South Korea has already ordered VW to recall 125,000 vehicles and slapped the automaker with a $12.3 million fine – one of the many countries to do so – but if it follows through with criminal charges against the company or its employees, it'd be among the earliest to so. Other countries, including the United States, are still exploring the possibility of criminal charges. Charges would likely come against both Audi Volkswagen Korea and its managing director, Johannes Thammer. It's not clear what the actual charge would be, but the WSJ claims Thammer could be facing up to five years in prison and a fine of 30 million won (around $24,700 at today's rates). For its part, VW officials in South Korea maintains that it is "doing its utmost to resolve the emissions issue" and that it plans to "offer further explanation" to authorities regarding its proposal for an emissions and fuel mileage fix in that country.

Volkswagen building budget car family planned for China in 2018

Volkswagen has publicly pondered a low-cost car for China, something akin to Nissan's Datsun revival in Southeast Asia, for at least three years. In 2013 it tapped Chinese partner FAW to help develop an entire budget brand, with plans to have something on the market in 2016 in the 6,000- to 8,000-euro range. About a year ago, VW said it couldn't figure out how to engineer an inexpensive car that didn't run counter to the brand's values, then three weeks later said it had overcome the issues. Reuters now reports that VW CEO Martin Winterkorn told German newspaper Bild am Sonntag, "We will bring a budget-car family to market in 2018, with an SUV, saloon and hatchback." Winterkorn didn't offer any other details like who VW would work with to build it - VW has partnerships with both FAW and SAIC, but the announcement will be welcomed by the brand's Chinese outpost. When this adventure started, VW said it was working to create a model that would cost 6,000 to 8,000 euro. That estimate has increased. Winterkorn is now saying the 2018 offerings will come in between 8,000 and 11,000 euro. In a straight euro-to-yuan conversion, that would equate to Chinese pricing of 56,000 to 77,000 yuan. For comparison, the New Polo with a 1.4-liter engine and a manual transmission starts at 85,900 yuan. Perhaps with an eye on the success of the Nissan-Renault sub-brand Dacia in Europe and emerging markets, Winterkorn told Bild, "We will see if this is something of interest for other markets as well." On the opposite end of the price/performance spectrum, Winterkorn also said that VW is working on two new models for Bugatti, one powered by a traditional gasoline engine and another with some sort of hybrid setup. The latter model would reportedly be the higher-performing of the two, though it's not clear whether there would be two vehicle lines or two versions of the same vehicle. Recharge Wrap Up: VW's Last Mile Surfer, Apple's BMW i3

Volkswagen has unveiled its Last Mile Surfer. This little electric scooter – it folds up small enough to fit in the trunk and weighs just 24 pounds – will go on sale next year for around 1,000 euros ($1,100 US), according to VW chairman Martin Winterkorn, as reported by Autocar. Of course, we're wondering why you'd need to pay that much money to avoid walking a mile, but maybe we just haven't walked that far in an interested buyer's shoes. See more at Autocar. Did Apple want to use the BMW i3 as the basis for its own electric car? That's the word from the German magazine Manager, which says that Apple and BMW were talking about using the i3 shell for the plug-in iCar (or whatever) started last fall but are no longer actively taking place, but the two organizations have not totally closed off communication. BMW is continuing its efforts to connect your car to your phone in interesting ways with the new EnLighten app. The idea here is to let your phone act as a bridge between alerts about traffic signals and the car, so that notifications can be displayed in the dash instead of on your phone. That should keep more eyes on the road and let drivers minimize those races to the next red light, which will save fuel. Drivers of BMW Vehicles with iOS Devices will be able to see traffic signal data on the vehicle's display in real time. The EnLighten app makes driving in cities easier by helping the driver anticipate traffic signal changes, which can increase safety and help save fuel by avoiding unnecessary acceleration. The EnLighten app shows the current status of the traffic light in front of the car in real time as well as a countdown to when the signal will change. Based on the current vehicle position, as well as its speed, the EnLighten app offers a recommendation about whether or not to stop for the traffic light or proceed through. An audio alert notifies the driver about a pending change in the signal they are approaching.
