Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

VW rearranges leadership as brand focuses on electrification

The Volkswagen overhaul continues into next year with a raft of new executive appointments that CEO Mattias Muller says will enable "Faster decision-making and more efficient action." One of the headline moves is Porsche head of design Michael Mauer taking over VW Group design, succeeding Walter de Silva who retired in early November after running the Group's styling bureau since 2007. Among the sheetmetal on Mauer's resume are the Mercedes SLK and SL from the late nineties, the 2007 Porsche Cayenne, the Panamera, and, most recently, the 918 Spyder. He will retain his current role at Porsche in addition to the new responsibilities. Here's hoping some of the excitement seen in the 918 filters its way down to VW's recently mundane offerings. Dr. Ulrich Eichhorn was head of Group R&D from 2000 to 2003, then went to Bentley, then left the company for the German Association of the Automotive Industry in 2012. He has been lured back to his old role in charge of Group R&D, taking over the shoes recently worn by Dr. Ulrich Hackenberg, who resigned in early December while still suspended over his involvement in the diesel emissions fiasco. Ralf-Gerhard Willner takes over Group Product and Modular Toolkit Strategy, after leading development vehicle concept divisions at Audi and VW, and being technical director at Italdesign Giugiaro. He will play a huge role as VW evolves and expands its current platform strategy to include purpose-built electric cars and flat batteries. All those bottoms will be in chairs in Q1 of next year. The number of department heads that report directly to Muller has also been cut, giving Muller more time to focus on "overarching issues of the future." VW says that primary among them will be technology issues from EVs to digital integration. Back in October the company hired Thomas Sedran away from Opel as a lead strategist, his job being to figure out how each of those technical departments and the Group's brands navigate the marketplace and those "issues" from now until 2025. Volkswagen bringing new Touran minivan to Geneva

Volkswagen is bringing a wealth of new metal to the Geneva Motor Show this year. Unfortunately little if any of it is ever likely to reach American shores. There's the new Passat Alltrack, the Golf GTD Variant and a trifecta of new vans: the facelifted Caddy, the revised Sharan and this, the new Touran. Smaller than the Sharan, the Touran is Germany's top-selling minivan and boasts over 1.9 million units sold to date. It was introduced to the VW passenger van lineup in 2003 and was replaced in 2010 with an all-new model. What you're looking at here is the third-generation Touran, based on VW's ubiquitous new MQB architecture. Most obvious is the new sheet metal that makes it look sharper and more in step with the rest of the German automaker's lineup compared to the model it replaces. But there's more to the new Touran than its skin. It's also nearly five inches longer, with most of that length added in the wheelbase to give it a more commodious cabin that's also been updated with the latest equipment and offers room for up to seven passengers. Despite the larger size, it's a good 136 pounds lighter than the outgoing model, so it promises better performance in both its driving dynamics and its environmental credentials. Prospective customers (in markets where the Touran is sold) will be able to choose from a range of three gasoline and three diesel engines ranging from 108 horsepower up to 187, burning as much as 19 percent less fuel than the outgoing model's lineup thanks to features like stop/start engine management and brake force regeneration. There's even a sporty R Line package to give it a little visual aggression. For better or worse, though, the US market will almost certainly be left out: reached for comment, our source at VW USA pointed out that the Touran and Sharan aren't big enough to fill the shoes left by the Routan - but that the upcoming three-row crossover will.
