Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota Prius line may not reach 2013 sales target

2012 was a good year for the Toyota Prius line, the hybrid that started it all moving 236,659 units, being the best-selling model in California for the year and the Prius C (pictured) being deemed the most reliable car of 2012 by Consumer Reports. Then 2013 happened, and gas prices dropped more than expected, and people haven't been buying the little hybrids like they used to.
A report in Bloomberg says Toyota set 250,000 units as the Prius family's sales target for this year, but hits like the double-digit drop in year-on-year performance in February have helped lower 2013 sales by 8.4 percent compared to 2012, making the objective "a challenge" to reach. The declines in Prius sales come even as hybrid sales overall were up in the first couple of months this year, including sales of other Toyota and Lexus hybrids. Jim Lentz, Toyota's North American chief, said the Prius target would be adjusted if necessary.

Are you the facelifted Toyota Yaris?

As basic transportation goes, there's not a lot to complain about with the Toyota Yaris. The five-door hatch (not to mention its JDM cousin, the Vitz) are due for upgrades, though, having toddled along in its current form since the 2011 model year. Now, we have what looks to be leaked images of the new Yaris, straight from a Japanese brochure.
The next-gen Yaris was previewed in Frankfurt by the Yaris Hybrid-R Concept. Surprisingly, both the standard version and the RS (shown above) share a strong resemblance with the Frankfurt concept. That gaping lower intake remains, while a pointy, sharp front end shares a resemblance with the new Aygo city car (though the Yaris won't have a giant X on its face like its smaller cousin). The lower intake is flanked by a pair of what we're guessing are non-functional grilles, which house the fog lights. There are only a few small images of the rear of the car, which looks more like an evolution of the current five-door hatch.
The interior looks rather racy, with a small, thick-rimmed, leather-wrapped steering wheel and black cloth seats with red contrast stitching. There's a bright red button to the right of the steering wheel on this right-hand-drive JDM model, which could indicate the arrival of pushbutton start. Under hood of this Mazda-built Toyota should be a Mazda Skyactiv engine. That gives us hope that this latest Toyota compact will be imbued with some sense of driving fun.
