How Charlotte lost to Plano without even knowing it was dealing with Toyota

With Toyota set to relocate its North American headquarters to the Dallas, TX suburb of Plano following a top-secret, 100-city search, the cities that missed out can now begin asking themselves what happened during a process they apparently knew little about.
That's a particularly brutal task for Charlotte, which, according to North Carolina's Secretary of Commerce, Sharon Decker, finished second to Plano. While Toyota has been fairly open about what it was looking for in a new headquarters city - direct flights to Japan, proximity to its US production facilities, a lower cost of living, high-quality educational facilities and finding a neutral site suitable to the California, Kentucky and New York-based employees that would be relocated - it's been less open about how the finalist cities, which also included Atlanta and Denver, stacked up against each other.
The Charlotte Observer has a few ideas. Part of the problem is the distinct lack of direct flights between Charlotte and Asia. US Airways, which operates a hub at Charlotte/Douglas International Airport, doesn't fly to Asia.

The stock car series reached the milestone on July 20 at Indianapolis Motor Speedway. NASCAR has been using Sunoco Green E15 gasoline since the start of the 2011 season, which the group credits with increasing horsepower and reducing emissions. The US Department of Energy notably approved the 15-percent corn ethanol blend after 6 million miles of testing. Read more at Domestic Fuel. The Pennsylvania Department of Environmental Protection has decided to continue its incentive program for alternative fuel vehicles. Buyers of electric vehicles and plug-in hybrids with batteries larger than 10 kWh will continue to get a $2,000 rebate (until December 31 or until 500 are sold, whichever comes first). Various EVs with batteries less than 10 kWh, as well as natural gas, propane and hydrogen-powered cars, will get $1,000 back. Electric motorcycles and scooters are offered a $500 rebate. Get more details at ABC 27. Toyota subsidiary Primearth EV Energy is set to expand production of nickel metal hydride batteries for hybrid cars. Due to high demand, production capacity will ramp up from 300,000 to provide batteries for 500,000 vehicles at its Miyagi prefecture plant. The company eventually plans to be able to produce batteries for 1.4 million hybrids per year. Primearth EV Energy currently supplies batteries for the Toyota Prius and Yaris hybrids, as well as Mazda's Axela (AKA Mazda3 in the US) hybrid. Read more at Economic Times. Recharge Wrap-up: BMW plans for retired batteries; automakers support dual-standard chargers

Toyota will test hybrids with silicon-carbide (SiC) power semiconductors. In Japan, Toyota has put the SiC power semiconductors into the power control units of a Camry Hybrid prototype and a fuel cell bus for a year-long test. Research suggests the SiC units will decrease electrical losses while managing power supply, thus improving overall powertrain efficiency. Current power semiconductors account for about 20 percent of electrical losses, and success with these tests could mean more efficient hybrids on the roads in the future. Read more at Hybrid Cars. Automakers from CCS and CHAdeMO camps are supporting dual-standard charging station networks. https://www.autoblog.com/bmw/, Volkswagen (CCS camp) and ChargePoint announced plans to build "express charging corridors" by installing about 100 DC fast chargers, many of which will support both types of charging. Kansas City Power & Light is partnering with Nissan (CHAdeMO camp) and ChargePoint to install DC chargers that "will charge any model of electric vehicle on the market." BMW, Bosch and utility company Vattenfall are making plans for a second life for retired BMW i3 batteries. The Second Life Batteries Alliance project will recycle the old lithium ion battery packs - which can still hold a charge - in off-grid storage and grid-stabilization applications, beginning with a grid storage system in Hamburg, Germany. Bosch has created a battery management algorithm to extend the life of the batteries and make sure they don't cause harm to Vattenfall's facilities. Read more at Transport Evolved.
