Recharge Wrap-up: Toyota HQ goes solar, CARB fights methane

Opel denies allegations about illegal emissions software as the German transport ministry begins its review. Opel has turned documents over to German authorities, and promises to hold a "constructive dialogue" while answering any lingering questions, says the automaker. Opel says that "the allegations reflect a wrong understanding of how diesel engines work." As German magazine Der Spiegel renewed questions about a cheat device similar to those used by Volkswagen, Opel reiterates, "We do not have any software that recognizes whether a vehicle is undergoing an exhaust emissions test." Read more at Automotive News Europe. South Korean President Park Geun-hye suggests that Seoul and Paris work together on the promotion of fuel cell technology. French industrial gases company Air Liquide manufactures liquid hydrogen, while Korean automaker Hyundai has already deployed its Tucson Fuel Cell crossover in select markets around the world. The two companies have signed a deal to cooperate on hydrogen technology. President Park visited an Air Liquide research center during a trip to Europe, where she said that a partnership between Hyundai and Air Liquide can help their countries stay ahead in the fuel cell vehicle market. Read more from Green Car Congress. CARB is proposing new rules for oil and gas facilities that would reduce methane emissions by more than 50 percent. The system, treatment, operation, and device standards would apply to onshore and offshore oil and gas production, storage, processing, and transmission facilities, covering procedures for leak detection and repair, equipment replacement, record keeping, and data reporting. "Methane emissions from the oil and gas industry contribute to California's [greenhouse gas] emissions and cost-effective reduction opportunities already exist and are available for use in the sector," CARB says. "In addition, reducing methane emissions from this sector will help slow the rate of climate change in the near-term and have an immediate beneficial impact on climate change." A hearing is scheduled for July 21 to discuss the proposal. Read more from SNL. Toyota's new Plano, Texas campus will get 25 percent of its energy from the sun. As Toyota plans to move into its new North American headquarters next year, it is building a 7.75-megawatt solar system to provide renewable energy for its operations. The solar arrays will be built atop three parking structures by the end of 2017.

Europe on track to buy more PHEVs than hybrids by 2019

LMC Automotive, formerly the forecasting division of J.D. Power & Associates, predicts that plug-in hybrids will sell better than conventional hybrids by 2019. By 2021, it envisions PHEV sales at 600,000 units yearly compared to 325,000 standard hybrid sales, and by 2024 PHEV sales are expected to account for 1.2 million sales every year. Part of LMC's prediction is based on a few factors, such as that it believes "electric-only operation will come to be seen as a true luxury characteristic and will be prized sufficiently to command significant premiums." Certain PHEVs are helped in countries like the UK and The Netherlands by generous incentives or other perks, like avoiding inner London's congestion charge, that allow them to address their price differences compared to standard offerings. And the number of PHEVs on the market will soon eclipse regular hybrids, coming from makers across the spectrum. Volvo has twice recently, and only belatedly, learned of the popularity of PHEVs: in 2013 it had to triple production of the V60 PHEV, and just this month it said demand for its XC90 PHEV is four times expectations. The Porsche Panamera E-Hybrid is outselling the traditional hybrid Panamera by more than seven-to-one. And then there's Mitsubishi Outlander PHEV, Europe's best-selling PHEV with 19,855 units, a volume more than three times larger than the second-best seller. Although LMC sees hybrid growth slowing, they're still doing well. Toyota and Lexus build the top-five selling traditional hybrids in Europe, combining for 72 percent of European sales, with the new Auris and Yaris hybrids alone selling 123,506 units in 2014. For LMC's forecast to come true, Europe will need a spectacular change in buying habits, since the top ten conventional hybrids tallied 175,847 sales in 2014, and the top ten PHEVs rang up 36,138 sales. Toyota GT86 convertible on 'indefinite hold'

Bad news, sportscar fans. According to a new report from What Car?, Toyota has cancelled plans to produce a GT86 convertible, a model based on the FT-86 Open Concept that debuted at the 2013 Geneva Motor Show. In truth, Toyota never actually confirmed it would produce the budget-friendly droptop in the first place, but rumors have been flying since last year and Toyota reportedly showed its embattled Scion dealers a FR-S version of the convertible in August. Presumably, this means that a lidless variant of the Subaru BRZ is not in the cards, either.
The reason for the move is unknown, though What Car? reports "one possible cause is weight; Toyota did say that further work would be required on rigidity before the convertible could be launched, and that could have added extra bulk that conflict with the regular GT86's ethos of light weight and agile handling." It doesn't look like that work will happen anytime soon, as "sources now say that the car has now been delayed indefinitely, with no place in Toyota's product plan in either 2014 or 2015." Still holding out hope? What Car? says the project could be "fast-tracked" if management decides it wants to reboot the program down the road.
