Automakers want to stop the EPA's fuel economy rules change, and why that's a shortsighted move

With a Trump Administration looming, the EPA moved quickly after the election to propose finalizing future fuel economy rules last week. The auto industry doesn't like that (surprise), and has started making moves to stop the EPA. Ford CEO Mark Fields said he wanted to lobby Trump to lower the standards, and now the Auto Alliance, a manufacturer group, is saying it will join the fight against cleaner cars. The Alliance represents 12 automakers: BMW, Fiat Chrysler, Ford, GM, Jaguar Land Rover, Mazda, Mercedes-Benz, Mitsubishi, Porsche, Toyota, VW, and Volvo. Gloria Bergquist, a spokesperson for the Alliance, told Automotive News that the "EPA's sudden and controversial move to propose auto regulations eight months early - even after Congress warned agencies about taking such steps while political appointees were packing their bags - calls out for congressional action to pause this rulemaking until a thoughtful policy review can occur." The EPA was going to consider public comments through April 2017, but then said it would move the deadline to the end of December. That means that it can finalize the rules before President Obama leaves office. The director of public affairs for the Consumer Federation of America, Jack Gillis, said on a conference call with reporters last week when the EPA originally announced its decision that it is unlikely that President Trump will be able to roll back these changes. Gillis also said on the same call that any attempt by the automakers to prevent these changes would be history repeating itself. "These are the same companies that fought airbags, and now promoting the fact that every car has multiple airbags," he said. "These are the same companies that fought the crash-test program, and now are promoting the crash-test ratings published by the government. So, it's clear that they're misperceiving the needs of the American consumer." There are more reasons the Allliance's pushback is flawed. Carol Lee Rawn, the transportation program director for Ceres, said on that call that the automotive industry is a global one, and many automakers are moving to global platforms to help them meet strict fuel economy rules around the world.

Toyota's hydrogen fuel cell Mirai isn't good enough to be a Lexus

It looks like the first hydrogen fuel-cell vehicle from Lexus will be faster than previously advertised, but it will get to the market slower than expected. It's all part of the paradox involved with Toyota looking to broaden its fuel-cell technology beyond the Mirai. Either way, the first Lexus fuel-cell vehicle is slated to start sales by the end of the decade, said Auto Express, citing comments from Alain Uyttenhoven, head of Lexus Europe. Uyttenhoven noted that it'd take an SUV to provide enough space to accommodate the packaging for the Lexus fuel cell powertrain. That comment may imply that the hydrogen-fueled powertrain from Lexus will offer similar performance to that of the Lexus RX450h hybrid SUV. That model delivers 300 horsepower and boasts a 0 to 60 mile-per-hour time of about seven seconds. Such a mill would be a departure from what we'd previously reported on Toyota's plans to expand its fuel-cell technology to its Lexus luxury badge. With Toyota believed to be planning to unveil as many as three fuel-cell models in time for the 2020 Summer Olympics in Tokyo, the Japanese automaker said early last year that it may have a Lexus fuel-cell vehicle available as soon as 2017, while reports suggesting the model would be a Lexus LS-based sedan. Additionally, the Mirai's fuel-cell powertrain had been believed to be the platform for the proposed Lexus fuel cell from the moment that model started sales in California last year. Apparently, though, the Mirai's 152-horsepower powertrain, coupled with a full-tank range that would be about 20 percent less than the 300-mile Mirai, isn't up to snuff for Lexus duty. Chevy Bolt wins 2017 Green Car of the Year

We knew that a plug-in vehicle was going to win the 2017 Green Car of the Year award this year, given that all five finalists have a way to charge up. And when Ron Cogan, the editor and publisher of Green Car Journal, announced the winner – the 2017 Chevy Bolt EV – he said that the car itself represents one of those times in the auto industry when everything is about to change. Similar to the invention of the starter motor, things are about to get different. For now, though, the fact that the Bolt EV won an award sounds like the same old thing all over again. Just this week, it was named Motor Trends Car of the Year and to the Car And Driver Top 10 list. The other four finalists for Green Car of the Year included the Toyota Prius Prime, the Chrysler Pacifica, the Kia Optima (including hybrid and plug-in hybrid models) and the BMW 330e iPerformance. Recharge Wrap-up: 10-year sentence for biodiesel fraudsters, overhead fast charging EV buses in Luxembourg

Toyota will use addressable TV advertising to target potential Prius Prime customers. By choosing to advertise in households with specific attributes, Toyota hopes to grab the attention of buyers who "see their vehicle as an extension of their consumption of advanced technology," according to Toyota Motors Sales media manager Lisa McQueen. The ad depicts a person who is skeptical of various inventions throughout history until he finds himself inside the Prius Prime. Hyundai has also used addressable TV ads for its Genesis brand. Read more at Automotive News. Two Florida men have each been sentenced to over 10 years in prison for biodiesel credit fraud. Thomas Davanzo and Robert Fedyna of Gen-X Energy Group and its subsidiary Southern Resources and Commodities were convicted of buying fuel that had already been sold with Renewable Identification Numbers, then fraudulently claiming more credits on that fuel. The scheme raked in more than $46 million, mostly in selling the fraudulent credits. Critics of the Renewable Fuel Standard point to incidents like this as a reason to oppose the program. Read more from Reuters. Volvo electric buses in Luxembourg will use Heliox Fast Charge systems. Public transport operator Sales-Lentz has ordered three of the Heliox systems that will charge the buses using pantograph (overhead wire) contacts. The chargers will be placed at end-of-route stops for opportunistic charging of the transport agency's four Volvo 7900 electric buses. The 450-kW, Wi-Fi-enabled OppCharge system automatically connects the charger to contact plates on the roofs of the vehicles, charging them in three to six minutes. Read more at Green Car Congress. Which of these five plug-ins should win the 2017 Green Car of the Year?

It's going to be a competitive race for the 2017 Green Car Of The Year. With a minivan in the running for the first time in ages, the five finalists announced by Green Car Journal today include five very different plug-in vehicles. As Ron Cogan, the editor and publisher of Green Car Journal, said in a statement, "electrification is now considered by most automakers an essential technology for current and future high-efficiency models." Let's check out the list: Toyota Prius Prime, the updated plug-in version of the world's best-selling hybrid. Chevy Bolt, GM's all-new entry into the long-range EV game. Chrysler Pacifica, a family hauler with the ability to go 30 miles on electric power. Kia Optima. The nomination is for the full line-up, but really the hybrid and plug-in hybrid models are the green stars here. BMW 330e iPerformance, one of the automaker's many new plug-in hybrids that bring battery power to models outside the i sub-brand. Green Car Journal will announce the winners at the Los Angeles Auto Show on November 17th, along with some, "other green transportation announcements," whatever that means. Ryan Tuerck's Ferrari-powered Gumout GT4586 debuts at SEMA

Las Vegas is famous for its shotgun marriages, but the only Sin City nuptials we're interested in is the one officiated by Ryan Tuerck between a Toyota GT86 and the V8 engine from a Ferrari 458 Italia. The insane Gumout GT4586, as it's called, is probably one of the most well-known of the 2016 SEMA Show's stars, after video popped up showing the rear-drive Frankenstein firing up and spitting flames through its weird, front-mounted exhausts. The day after we published that video, which showed the GT86 in mostly bare frame, Gumout and Tuerck posted a second clip showing the Japanese-Italian coupe literally running rings around a 458 while wearing its sheetmetal and yellow-tinted headlights. The car's look in that second video carried over to the Las Vegas Convention Center floor, where the GT4586 showed up sans hood, ludicrously wide tires, and a huge wing and rear diffuser. Yes, a Ferrari-swapped Toyota can do donuts around a Ferrari

Ryan Tuerck recently started his Ferrari-powered Toyota GT86 for the first time, and now the pro drifter is back for a donut session in the custom-built coupe. The build included stuffing the F136 V8 from a Ferrari 458 into the GT86, so having the JDM supercar do smoky donuts around the Italian supercar just makes sense. We first heard of Tuerck and Gumout's radical plan to build a competition-only GT86 with the beating heart out of a 458 in July. Since then, Donut Media has put out updates on the vehicle as the build has progressed, ranging from the difficulties of cramming the taller and longer V8 into the Toyota to firing the beast up for the first time. We like what we see – and hear – and you can bet Tuerck's new GT86 will be starring in numerous drifting videos soon. A Ferrari-swapped Toyota GT86 sounds menacing

Ryan Tuerck and Gumout's Ferrari-swapped Toyota GT86 has clearly been a grueling labor of love. And now, finally, the competition-only car is near enough to completion that the team could fire up for the first time. And the sound coming out of the custom machine is incredible. In addition to putting out a short clip of the engine's glorious sound, Tuerck gives a detailed walkthrough of the entire vehicle and explains some of the custom touches behind the car. The exhaust, which comes out of the front end, for instance, was done to maintain the Ferrari 458 system's length. The result is supposed to mimic the sound of a stock 458, but we think it sounds more brutal than Maranello intended. This content is hosted by a third party. Ford F-150, Chevy Silverado, Toyota Tundra flunk IIHS headlight test

The Insurance Institute for Highway Safety put pickup truck headlights to the test and found that the majority of them were equipped with subpar units. The 2017 Honda Ridgeline was the only truck to earn a rating of "good." The large pickup truck test was comprised of the: 2016 to 2017 GMC Sierra, 2017 Nissan Titan, 2016 Ram 1500, 2016 to 2017 Chevrolet Silverado, 2016 to 2017 Ford F-150, and 2016 to 2017 Toyota Tundra. The Sierra's headlights earned a rating of "acceptable," the headlights found on the Titan and Ram 1500 were found to be "marginal," and the ones on the Silverado, F-150, and Tundra were rated as "poor." IIHS claims the F-150 was the most disappointing out of the large pickup trucks as both its halogen and optional LED headlights failed to provide adequate visibility during testing. The Ridgeline (which earned a "good rating"), is usually considered a midsize or small truck, though IIHS included it in the field of large pickups. The headlights on the 2016 Chevrolet Colorado, 2016 GMC Canyon, 2016 Nissan Frontier, and 2016 to 2017 Toyota Tacoma, which made up the small pickup truck group, all earned a rating of "poor." The IIHS claimed the Colorado had the worst headlights of any truck that was tested, as the base vehicle's units were only able to illuminate up to 123 feet in front of the car. The Ridgeline's headlights, for reference, were able to illuminate up to 358 feet in front of the vehicle. To conduct its test, the IIHS utilizes a special tool to measure how far light is projected out of the headlights in different driving situations. The trucks' headlights were tested in a straight line and in corners, while vehicles with high-beam assist were given extra praise. The headlights on the pickup trucks also mimic the testing that was done on small SUVs and cars earlier this year. Next year, automakers will need to fit their vehicles with headlights that earn a rating of either good or acceptable to earn the IIHS Top Safety Pick+. Related Video:

An early gas-electric hybrid was developed by...Exxon?

We're not sure which aspect of Exxon's 1970s-era efforts to develop advanced and electrified powertrains is the most ironic. There's Exxon, that of the Valdez oil spill infamy, being on the leading edge of hybrids and electric vehicles. There's a boat-like Chrysler Cordova getting 27 miles per gallon. And there's the central role a Volkswagen diesel engine plays in that hybrid development. It's all outlined in an article (linked above) by Inside Climate News, and it's an amusing read. Flush with cash and fearing what it thought was peak oil production in the 1970s, Exxon funded a host of new ventures divisions geared to find alternatives to gas-powered powertrains. In the early 1970s, Exxon lured chemist M. Stanley Whittingham to develop what would become a prototype of a lithium-ion rechargeable battery. Then, in the late 1970s, Exxon pioneered the concept of using an alternating-current (AC) motor as part of a gas-electric hybrid vehicle. The company retrofitted a Chrysler Cordova (yes, that's the model Ricardo Montalban used to hawk) with a powertrain that combined 10 Sears Die-Hard car batteries, an alternating current synthesizer (ACS), a 100-horsepower AC motor, and, yes, a four-cylinder 50-horsepower Volkswagen diesel engine. The result was a rather large two-door sedan that got an impressive 27 mpg. And while US automakers didn't see the potential in the early concept, in 1980 Exxon and Toyota began collaborating on a project that would involve retrofitting a Toyota Cressida with a hybrid engine. That car was completed in 1981, and may have been one of the seeds that eventually helped sprout the concept of the Toyota Prius. Soon after rebuilding the Cressida, Exxon would get out of the advanced-powertrain-development business, as oil prices began to fall in the early 1980s, spurring cost-cutting measures. Cry no tears for the Exxon, though, as what's now known as ExxonMobil is the largest US oil company.
