Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota launches new Passo hatchback in Japan [w/video]

With considerable manufacturing capacity here in the United States and even a NASCAR program, it'd be all too easy to categorize Toyota as an American automaker. Only it's not. It's Japanese, of course. And back in the Japanese Domestic Market, it offers a whole range of models we'll never see in North America. Models like the Crown sedan, Noah minivan and this, the new Passo hatchback.
Sold in various markets as the Daihatsu Boon, Daihatsu Sirion, Perodua Myvi and (for a time) the Subaru Justy, the Toyota Passo is a compact hatchback that slots in size-wise between the Yaris sold in America and the Aygo offered in Europe (except the Passo is taller than either).
Power comes from a 1.0-liter engine with 69 horsepower that can be had in front- or all-wheel drive, or a 1.3 driving 95 horses to the front wheels alone. A continuously variable transmission is on duty regardless of engine choice. Front-drive models get a stop/start system, but even all-wheel-drive versions are eligible for government tax credits. That's because, though the new Passo only appears to be mildly updated, the engines have been thoroughly reworked to deliver 30-percent better fuel economy than the previous model, coming in 20-percent better than the standards being enacted by the Japanese government for next year.

BMW, Toyota outline new tech joint venture, new sports car

Back in June, Toyota and BMW announced a "memorandum of understanding" outlining plans for the two companies to join forces on future products and technology development. On Thursday, they signed a more formal and binding agreement that goes further into detail about the partnership, and it all sounds pretty exciting. The two announced they will work together in four main areas:

"Set up a feasibility study to define a joint platform concept for a mid-size sports vehicle"
