2013 Ram 1500 Black Express is midnight in the garden of good and evil

Building off of the solid base of its 1500 pickup, Ram has announced a dark horse in its stable, the Ram Black Express, which comes equipped with a bevy of features to distinguish it from the regular Express model. (Just don't call it a black sheep.)
The Black Express sets itself apart visually from other 1500s with black 20-inch aluminum wheels, black bumpers, a black grille and front fascia with fog lamps, black Ram's head badges front and rear but no side badges for a clean, shaved look. The premium bi-function halogen projector headlamps with LED running lights, which aren't even an option on the regular Express, come standard on the Black edition.
The 5.7-liter Hemi V8 is unchanged, making 395 horsepower and 410 pound-feet of torque. Paired with the standard eight-speed automatic transmission, the truck can tow 6,500 pounds. It's on sale starting this month, and the base Black Express can be had for $26,955, just $1,105 more than the base Express 4X2 regular cab. 2019 Ram 1500 prices released: What pickup will cost, by trim

One of the final pieces of information about the 2019 Ram 1500, and one of the most important, is finally here: the price. A base model Ram Tradesman, which nets a V6, the smaller four-door cab, a 6-foot 4-inch bed and two-wheel drive, starts at $33,340 with destination charge. That's a a bit over $1,000 more than the cost of the same outgoing Ram 1500 Tradesman. But you'll also get new features such as the eTorque mild-hybrid system and a touch-screen infotainment system with Uconnect. At the other end of the spectrum, the top-rung Ram 1500 Limited Crew Cab 4X4 V8 now starts at $59,035, an increase of almost $4,400 over the old model. Although the base price of the most basic and the most opulent Ram 1500s have gone up, some other things have become cheaper. You won't have to pay as much to upgrade to a V8, for instance. The plain 5.7-liter V8 with its 395 horsepower is $255 cheaper now, costing $1,195. To get that engine with the eTorque system costs more at $1,995. The RamBox bed-side storage bins are $300 cheaper now at $995. The Rebel trim has a better entry-level price, too. The base version with the smaller cab, four-wheel drive (the only drivetrain available with the small cab) and V6 with eTorque starts at $46,340. That just slips under the $46,690 price of the outgoing base Rebel with two-wheel-drive, and is over $2,000 less than the old Rebel with four-wheel drive that started at $48,790. Of course, the outgoing model was only available with the larger "Crew Cab" four-door body. Adding that larger body to the new Rebel will probably offset the cost savings. Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.
