Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Recharge Wrap-up: Tesla store reboot, Jaguar "EV-Type" an electric F-Pace?

The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program is creating demand for EVs. $1 million has been set aside for rebates ranging from $750 to $3,000 per car, depending on battery size (in addition to federal incentives). Dealers also get an incentive of $150 to $300 per vehicle to help motivate them to promote EVs. "This is the type of program that can be a win-win-win for the state, auto manufacturers, dealers and consumers," says Chevrolet dealer Leo Karl, who has seen a jump in demand for the Volt under the CHEAPR program. Karl expects the funds to run out as early as this fall. Read more at Automotive News. The Mitsubishi Outlander PHEV is scheduled to go on sale in the US in May 2016. As Mitsubishi makes some changes, including plans to ditch its Normal, IL assembly plant, the company's future in the US is being called into question. The new date for the plug-in hybrid version of the Outlander comes after multiple delays. Mitsubishi also plans to offer a 2016 model of the i-MiEV despite slowing sales. The revamp includes informative interactive displays and a heavier emphasis on Tesla merchandise sales. The displays provide information about safety, Autopilot technology, the charging network, electric motors and other information to help familiarize customers with Tesla. The Tesla Design Collection - which includes luggage, apparel and other gear - also helps position Tesla as a luxury lifestyle brand, rather than just a mere automaker. Expect the stores to be continually updated over time. "Tesla is able to pivot in their stores the way they release new software," says Cadent Consulting Group's Ken Harris. "This is important to an emerging brand." Learn more from Bloomberg. Could Jaguar be planning an electric F-Pace called the EV-Type to compete with the Tesla Model X? Autocar is reporting that the upcoming SUV from Jaguar could spawn a whole family of vehicles, including an all-electric version. Jaguar has registered the trademark for the EV-Type name, and that vehicle would likely be built at the Magna Steyr factory in Graz, Austria. L200 Absolute Concept is the off-road truck we want from Mitsubishi

Mitsubishi took the wraps off a concept off-road truck called the L200 Absolute at the Bangkok International Motor Show, and we completely approve. The truck isn't just a normal L200 with an appearance package. No, Mitsubishi went in and modified the suspension, added a ton of body cladding and even some carbon fiber. We don't think about Mitsubishi as much ever since the Evo was discontinued here, but this truck provides a bit of hope that one day the Japanese brand could be cool again in America. To begin, Mitsubishi widened the truck's track to make room for the beefy Falken Wildpeak all-terrain tires wrapping the black off-road wheels. Then the suspension was modified to give the truck a two-inch lift — it was also given a new shock and spring setup for off-road use, providing more suspension travel. Sadly, Mitsubishi does not say more about it, but we're happy that this truck will be much more capable when the trails get rough. Large and obvious red-accented skid plates are placed in the front and rear to offer some stylish protection. Then check out all the carbon fiber parts on this truck. Mitsubishi uses the material on the tailgate and fender flares. This is not the norm for trucks, nor is it typical of Mitsubishi as of late, but we're totally for it. A big LED lighting package is the last bit that is largely different from the normal L200/Triton pickup truck made in Thailand. We'll hand it to Mitsubishi for this one. The "Absolute" name is even an improvement over the last off-road concept it made called the Engelberg Tourer. Midsize trucks are hot now. This truck in production form could definitely raise some eyebrows in the U.S. with its off-road nature similar to the Colorado ZR2 and Jeep Gladiator. We definitely need something to get excited about Mitsubishi again, especially now with the Evo long in the rearview mirror.
