BMW will invest $750 million to build Mini EVs in the UK

LONDON — BMW said on Monday it will invest 600 million pounds ($750 million) in its UK plants to take its Mini brand all-electric by 2030, giving a fresh boost to Britain's car industry after years of Brexit-related uncertainty. From 2026, the German premium carmaker will make two electric models at its Mini plant in Oxford — the Mini Cooper 3-door and the compact crossover Mini Aceman. The plant will make only electric models as of 2030 and many of those cars will be exported to markets around the world, BMW production chief Milan Nedeljkovic said. Speaking to journalists in Oxford, Nedeljkovic said the company wants to use batteries made in Europe in the new models made in Oxford, but did not specify whether they would come from the UK, saying it depending on the attractiveness of the market for its suppliers. The same two models will also be made in China and exports of those cars will begin in 2024. Also speaking in Oxford, British business minister Kemi Badenoch said: "We want auto manufacturing not just to stay in the UK, but to be the best in the world, and this is part of that story". Badenoch declined to comment on the level of subsidy to be received by BMW for Mini production, reported by British media to be 75 million pounds. BMW will also invest in its plant in Swindon which makes parts for Mini models. It was too soon to say what would happen to the engine plant in Hams Hall, near Birmingham, Nedeljkovic said. The small, fast and affordable original Mini went on sale in 1959 and has remained popular under BMW since it revived the brand in 2001, but its future in Britain has been uncertain for years, exacerbated by fears that Brexit would prompt the company to relocate production to Germany, China or elsewhere. Still, the industry remains on edge with both Britain and Europe's carmakers calling for a delay in the implementation of post-Brexit "rules of origin", under which 45% of the value of an EV being sold in the European Union must come from Britain or the EU from 2024 to avoid tariffs. "The [auto] industry is screaming at the EU," Badenoch said in Oxford, arguing that tariffs on EU and UK-made cars would only help Chinese manufacturers and that more time was needed to build local capacity. 2020 Mini Cooper SE promises electrified 'go-kart feeling'

Mini calls its new Cooper SE "the first solely electrically powered model of the British brand." We're pretty sure that the 500 U.S. owners of the Mini E from 2008 would disagree, but there's no questioning the fact that this new Cooper SE is a better vehicle and one that was designed from the get-go to incorporate batteries and an electric motor. That electric motor sends 181 horsepower and 199 pound-feet of torque right from zero rpm to the front wheels. We expect the motor is borrowed from the rear-wheel-drive BMW i3s. Mini says the Cooper SE is limited to a top speed of 93 miles per hour, that it'll do 0-62 miles per hour in 7.3 seconds and that its "innovative driving dynamics system with wheel slip limiting close to the actuator" (whatever that means) will offer "particularly intense and unmistakable agility, known as the go-kart feeling." We look forward to driving the Cooper SE and putting those statements to the test. The Cooper SE offers four driving modes: Sport, Mid, Green and Green+, in descending order of sporty to efficient. There are also two levels of brake regeneration. A 6.5-inch screen (a larger 8.8-inch unit is optional) inside displays powertrain information and offers suggestions to improve efficiency, and the standard navigation system features a range circle so drivers know how far they can travel at the current state of charge. Power comes from a 32.6-kWh lithium ion battery pack that Mini says is "situated deep in the vehicle floor" to ensure a low center of gravity and luggage space that's equal to the gas-powered version. Mini quotes a range of 235 to 270 kilometers (146 to 168 miles) "based on the new WLTP test cycle and adapted to NEDC for comparison purposes." We can expect official U.S. range figures to be down a bit from there. Suffice it to say, the Cooper SE won't come close to the 226 miles of range offered by the Nissan Leaf E+, let alone the 238 of the Chevy Bolt or 258 of the Hyundai Kona Electric. It's easy to tell the Cooper SE apart from gas-powered Minis. The grille has a much smaller opening than other Mini models — the electric powertrain doesn't have the same airflow requirements as a gas engine — and the bodywork is highlighted with yellow accents on the grille, wheels and mirror caps. Plus there's a cute little plug icon on the tailgate near the Union Jack-shaped taillights. The charge port is located just above the passenger-side rear wheel, right where the standard model's gas cap would be found.

Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate."
