NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

2023 Mini Countryman PHEV could pack 322 horsepower

After having seen the 2023 Mini Countryman in spy shots late last year, we knew the brand known for diminutive was going to step up a weight class. A report in Autocar says the hatch will grow by an estimated eight inches or so, to about 178 inches — just three short of the Toyota RAV4. The report claims as well that not only will the 2023 Countryman be the longest Mini out there, but the most powerful. Word is BMW plans to apply the same PHEV powertrain as in the 2 Series Active Tourer, which combines a 1.5-liter turbocharged three-cylinder with a 174-horsepower electric motor, producing a combined 322 horsepower and 353 pound-feet of torque. Such potency would put the coming Countryman beyond today's Countryman Cooper S E All4 banging out 221 hp and 284 lb-ft, and 21 ponies past the Countryman John Cooper Works. A battery with 14.2 kWh of usable juice, borrowed from the 230e xDrive, would make a healthy extension to the 18-mile all-electric range provided by the current Mini's 9.6-kWh battery. By increasing the vehicle's dimensions, Mini might be able to retain the 9.5-gallon gas tank in today's Countryman PHEV, despite the larger battery. Five more powertrains are said to complete the lineup, three of which might come here bringing 30 extra ponies over the present choices. The first is a less potent PHEV will be tuned to 241 hp., which might or might not make it Stateside. The next two could replace the engines already offered here. There's a a 1.5-liter turbo three-cylinder with 168-hp, trumping the 134-hp three-cylinder on offer now, and a 2.0-liter turbo four-cylinder with 215 hp, outdoing the 189-hp in today's 2.0-liter. Both of those are aided by a 48-volt mild-hybrid system. Other markets that still enjoy diesel grunt can take advantage of a 2.0-liter oil burner. And the evolved UKL1 architecture shared with the X1 and X2 will produce a battery-electric Mini, which we'd expect to get U.S. papers at some point.  Spy shooters have caught a prototype fitted with a beefy rear hatch spoiler, large rims, and quad pipes, so there will be some kind of performance option. However, we don't know if that prototype was the PHEV, nor whether Mini plans to put the JCW moniker on the most powerful PHEV. BMW names new chief for Mini

Mini is still transitioning models over to its new platform, and in the US market at least, the diminutive brand is dealing with a sales decrease of 15.6 percent in 2014. The low gas prices aren't helping either. But as of March 1, there's a new boss running the company across the world as Sebastian Mackensen (right) is promoted to the top spot from his current role as head of sales. Mackensen has been with Mini since October 2013, and according to Automotive News, before that he headed North and South American sales for Audi. Current brand boss, Jochen Goller is staying with BMW family and moving to China to take over as marketing chief for the BMW Brilliance joint venture. He had been the leader at Mini since 2013. Among several other personnel shifts, the BMW brand is also promoting Uwe Dreher to be its new head of marketing. He is currently in charge of those duties for the company in the Great Britain region. Personnel changes at MINI and BMW Group sales Munich . From 1 March 2015, Peter van Binsbergen will be Senior Vice-President, Sales and Marketing of BMW Group Germany. The 47-year-old mechanical engineer is currently Head of Sales and Marketing at the BMW Brilliance Joint Venture based in China. Mr van Binsbergen's career with the BMW Group began over 20 years ago when he assumed senior positions responsible for product planning, marketing and sales at BMW South Africa. He then moved to BMW Japan, where he was Director of Marketing, followed by a move to BMW Group headquarters in Munich, where he led the department responsible for sales channel development and the Group's "Future Retail" programme. Jochen Goller will move to China where he will take over an extended role with overall responsibility for Sales and Marketing at the BMW Brilliance Joint Venture in China. Mr Goller (48), who has headed up the MINI brand since 2013, already has experience when it comes to the Chinese market. During his 15-year career with the BMW Group, he was previously Head of Marketing at BMW China before returning to Europe, where he first took over responsibility for the MINI brand in Great Britain and Ireland ahead of moving to his current job. From 1 March 2015, Sebastian Mackensen will take on responsibility for the MINI brand. Mr Mackensen (43) joined the BMW Group in October 2013 as Head of MINI Sales.
