U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

Land Rover will downsize with a pair of hybridized turbodiesel sixes

Europe's automotive industry has ground to a halt, but the strict emissions regulations that went into effect in early 2020 are still looming on the horizon. Land Rover is preparing to launch a pair of hybridized turbodiesel six-cylinder engines in a bid to comply with the regulations and avoid paying huge fines, according to a recent report. British magazine Autocar learned Land Rover has applied the mild hybrid technology already offered on the Evoque and the Discovery Sport, its two smallest models, to a 3.0-liter straight-six to obtain 300 horsepower. The company will also release a more powerful version of the six rated at about 350 horses. The former will be available on HSE, HSE Dynamic and Autobiography Dynamic variants of the Range Rover Sport, while the latter will be added to upmarket models like the HST. The full-size Range Rover (pictured) will get them, too. The sixes represent a two-pronged approach to replacing the 4.4-liter turbodiesel V8 available in Europe, among other markets. It delivers 335 horsepower and 546 pound-feet of torque, and it sends the Range Rover from zero to 60 mph in 6.5 seconds while giving it a 7,700-pound towing capacity. These figures are hard to argue against, but it's an older engine that's increasing the company's fleet-wide average emissions output, so it has to go. The mild hybrid system won't power either Range Rover on electricity alone, but it will make them cleaner and more efficient; losing a pair of cylinders will help in both areas, too. Although Land Rover hasn't confirmed plans to ax the V8 or launch a hybridized six, suppliers have started publishing information about the powertrain, so its launch is believed to be around the corner. Time will tell whether it will appear on the current-generation models or their replacements, which are undergoing shakedown testing globally and due out in the coming months. Sister company Jaguar will use the mild hybrid technology, too. Jaguar Land Rover to badge vehicles based on horsepower

Add Jaguar and Land Rover to the list of automakers changing their nomenclature due to the realities of engine downsizing. Spy photos of an unreleased Jaguar F-Type model show a badge reading P380 AWD. The letter P evidently refers to Petrol (British for gasoline), and 380 is the engine's horsepower. According to Auto Express, the entry-level F-Type will be badged P300, indicating the power output of its 2.0-liter turbocharged four-cylinder engine. Land Rover is expected to follow suit with the new badging nomenclature. Diesel models will get a D instead of a P, while electric and hybrid models will get an E badge, along with a number corresponding to total system power. So, expect the I-Pace to sport an E400 badge on its hind end. One question we have, though, is how the disparity between mechanical, metric and imperial horsepower will be dealt with. While such power-specific badges are arguably unnecessary, we expect the trend to proliferate as engines continue to get smaller but turbocharging and electrification keep horsepower climbing. At least JLR's badges are easier to understand than the messy way Audi plans to rename its models or the way BMW completely dismisses actual engine size in its naming convention.
