Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda Civic Tourer Concept shows the shape of European things to come [w/video]

Honda will be expanding its European Civic range this year, and our first glimpse at the shape of things to come arrives in the form of this Tourer Concept at the 2013 Geneva Motor Show. According to Honda, this swoopy concept provides a look at the upcoming Civic Tourer production model, which is set to be revealed in Frankfurt this September.
The Tourer Concept very obviously builds on the design groundwork set by the latest Civic hatchback when it first debuted in 2011. That means there are sharp, angular elements found up front and a sloping roofline that rakes down at the rear. Combine that with the large, concept-spec wheels and the funky front lighting elements, and what we have here is a really attractive little wagon - something that will no doubt battle the new Toyota Auris Touring Sports and Volkswagen Golf Variant that are also making their debut here in Switzerland.
It goes without saying, but don't expect to see this Euro Civic show up in the United States anytime soon. After all, we have the "there, I fixed it" 2013 sedan and coupe to keep us happy. Scroll down for all of the wagony details, including a video.

Honda CR-Z carbon-fiber prototype

When Honda rolled out the CR-Z a few years ago, it hoped to bridge the gap between those who would save the planet and those who would rather burn all of its resources in a glorious cloud of tire smoke. But enthusiasts recalling the CRX of 1980s vintage balked, imploring Honda to ditch the heavy battery packs and electric motors in favor of a lighter-weight, more conventional powertrain. At this point it seems less likely that Honda would do so at one end of the market than Porsche would ditch the hybrid component of its 918 Spyder at the other. But that doesn't mean Honda isn't still cooking up ways to curb the CR-Z's weight. And it had just one such idea waiting for us when we visited its Japanese R&D center at Tochigi last week.
Nestled in between the JDM hatchbacks, powertrain test mules and new technology prototypes Honda rolled out for us sat the experimental CR-Z you see here. While it may look mostly like the hybrid sport-hatch you can pick up at your local dealer (albeit blacked out), nearly all of this prototype's bodywork has been completely replaced, as have its basic underpinnings, with carbon-fiber reinforced plastic. The exotic material is usually reserved for high-end exotics, but like BMW is democratizing its use in the new i3, so too is Honda researching ways to implement the use of carbon fiber on a mass scale. This one-of-a-kind CR-Z prototype stands, for the time being, as the embodiment of that effort.
