Latest Honda promo film is a Never Ending Race against emissions

A new Honda promotional video shows clips of a hazy, smog-choked Los Angeles in the 1960s and 1970s, and then gives the company credit for its lead role in cutting vehicle-emissions by a factor of one thousand since 1970. Self-serving? Sure. Then again, this LA-native reporter born in 1970 can't help but be somewhat appreciative. The nearly five-minute video takes a tour through Honda history, showing the Japanese automaker using its experience designing race cars to help develop smaller engines such as its four-cylinder CVCC. An early proponent of California's Clean Air Act, Honda recounts its low-emissions history with the first production low-emission vehicle (the 1996 Civic) and the first production ultra-low-emission vehicle (the 1998 Accord), and says it's approaching "near zero emissions" for its new cars. For anyone keeping track, the US Environmental Protection Agency (EPA) said late last year that Honda's 2013 model-year vehicles averaged an even 27 miles per gallon, and that's with a fairly limited number of hybrids and plug-ins sold. That number was up from its 26.6 mpg in 2012 and second only to Mazda's 27.5 mpg among the major automakers. The overall 2013 average was 24.0 mpg. Honda HR-V gets early reveal

If the Honda HR-V feels awfully familiar to you by now, you're not alone. We've seen it debut in Japanese form (dubbed "Vezel"), caught a prototype in Paris, and Honda first showed us the US-spec version in press-photo form all the way back at the New York Auto Show in April. We're finally going to get all the details on Honda's new subcompact crossover this week as part of the Los Angeles Auto Show, but first, we're getting an early look at the CUV today.
We met the Honda HR-V for a cup of coffee this morning at Randy's Donuts just outside of Los Angeles, and got our first look at the new CUV in the metal. It's a handsome little thing, offering a higher-riding, more butch alternative to the Fit hatchback on which it's based. We particularly like how the rear door handles are integrated into the pillars, for an almost three-door look from some angles.
Technical details are still scarce as of this writing, though we expect those to be revealed during Honda's press conference on Wednesday. For now, we just know that the HR-V should be an incredibly practical little thing, using the Magic Seat system that has made the Fit such a versatile and capacious subcompact. Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future.
